Thorough analytic research on the impacts of culture risks are hampered by complexity of such concepts of art and culture. Culture is by no means easy to master. There are major obstacles in efforts to streamline the information for the economic impacts of culture. In most general terms, culture is defined as set of beliefs and values, shared way of doing and understanding things which ties a community and is formed by the development of that community. In this project we are concerned with effects of those cultural activities on the patterns of economic development of cities. Two analyses have become accepted in the academics. First, we will consider culture as a product, which raises questions regarding the production, the consumption and the economic value of culture as well as cultural use as a tool for urban generation and place marketing. This is category is more closely to the tangible elements of culture. Second, culture as a process which leads to creative thinking to distinctive patterns of social organization and economic growth. Culture is a model of basic assumptions invented, discovered or developed by a given organization as it learns to cope with its problems of external adaption and internal combination, which has worked well enough to think correctly and, so to instruct to new comers as the valid way to observe, consider and feel in relation to these problems. Dodd (1998) considered that culture is made up by three layers which consist of the core layer, the intermediate layer and the outer layer. I will examine what values and beliefs are considered important in my culture. Those are components of the inner core. Then, I will take some examples of the intermediate layer (expression of cultural activities by manifestation) such as communication patterns, customs and festivals.
