The key actors in NLB's organizational transformation included the members of a statutory board. The function of this board was to ensure that there was a body to formulate necessary policies and provide a mechanism for communication among different stakeholders and maintaining a functioning network. The statutory board as an entity comes into being through a special governmental act that establishes a board of governors that in turn has a greater degree of flexibility than other government agencies with comparable authority. The second key set of actors were the members of the National Library Board and the committee containing members of that board to determine the needs of the national library system over the next generation. The CEO and other NLB managers can be considered to be a separate group of actors from the board as a whole since they had greater authority and took a leading role in the creative aspects of the process. The NLB's CEO's role in championing NLB's IT adoption and transformation was essential because without his leadership the library would either have adopted technology in a more scattered way or would have ventured in a different technological direction. While a RFID strategy is certainly a valid one, there are other technological directions that the library could have taken.
