The Genocide Of The Rwandan Genocide

Genocides happen when ethnic divisions become apparent. Many times, these ethnic divisions were due to colonization from people of different race. These cases are especially true in Africa when Europeans colonized their territory, with clear racial divisions between them (Gavin). These genocides go on because of nations acting on ignorance and refusing to help out the nations in turmoil, allowing the genocides to continue, without wasting their own resources. These nations purposefully ignoring the slaughter of people cause the nations to also be guilty of the genocide underway (“The Heart”). The genocide occurred in Rwanda in Central Africa during 1994. The decades of Tutsi oppression of Hutus and the assassination of President Habyarimana in 1994 led to the genocide in Rwanda.

For years, Rwanda has been a hotbed of racial tension. The majority of the Rwandan population is made up of Hutu's, with Tutsi's making up the rest of it. Ever since European colonial powers entered the country and favoured the Tutsi ethnic group over the Hutu by putting Tutsi people in all important positions in society, there has been a decisive political divide between the two groups. This favouring of the Tutsi over the Hutu, and the Hutu subjugation as an ethnic lower class resulted in the civil war and revolution of 1959, where the Hutu overthrew the Tutsi dominated government, and resulted in Rwanda gaining their independence in 1962.

Throughout the 20th century, numerous acts of genocides have attempted to bring the complete elimination and devastation of large groups of people originating from various particular ethnicities. With these genocides occurring in many regions of the world, the perpetrators often organizing such crimes, have historically been larger and more powerful than the victims themselves. Often being the government and its military forces. However, the lack of international response associated with these genocides, further contributed to the devastating outcomes. On April 6,1994, the fastest killing spree of the century took place in Rwanda against the Tutsi minority population. With many warning signs having already been proclaimed prior to the start of the Rwandan genocide, I believe that with international interference, this bloodshed could have ultimately been prevented.

On April 7th, 1994 in the small East African country of Rwanda the darkest and most brutal tragedy occurred, the Rwandan genocide. 800,000 Tutsi’s and Rwandan men and women were grossly slaughtered by the Hutu government. This was one of the worst genocides in history and yet not many people spoke about it, why? I believe many people did not say anything is because they were scared that they would be caught and then killed. A man by the name of Philippe Gaillard was a part of the Red Cross international committee in Kigali. He was one of the few people who spoke up about the tragedies occurring in Rwanda. He told his friend who was a news reporter for the BBC in France and published his story. By Gaillard not “shutting up” about the situation it made the Hutu extremists embarrassed and this lead to the Hutu government allowing the Red Cross committee to have safe passage throughout Rwanda. “America, the beautiful America, the brave”, was what America was known for being, but after the ethnic cleansing of the Rwandan people it changed.

With over eight hundred thousand to one million deaths, the Rwandan genocide is undoubtedly one of the most sad and shocking examples of the lack of intervention by not only the US and the UN, but by other countries as well. The ongoing tensions between the Hutu, the largest population in Rwanda, and the Tutsi, the smaller and more elite population is what eventually lead to the Rwandan genocide. The killings began quickly after President Habyarimana 's plane was shot down. After hundreds of thousands of deaths, the US did not intervene in Rwanda because being a landlocked country with no natural resources to benefit the US, there was no economical benefit, and the risk of sending in troops simply outweighed the rewards. The aftermath of the genocide has not only impacted those who lived through it, but it has also impacted future generations as well. At the end of the genocide, the ICTR was formed by the UN to find justice. The Rwandan genocide has shocking similarities between the Holocaust and the Armenian Genocide as well. Overall, the Rwandan genocide was a terrible event that escalated far beyond what it should have if there had been intervention from other countries and the UN.

April 7, 1994 marked the beginning of one hundred days of massacre that left over 800,000 thousand dead and Rwanda divided by a scare that to this day they are trying to heal. The source of this internal struggle can be traced back to the segregation and favoritism established by Belgium when they received Rwanda after the signing of the Treaty of Versailles in 1918. At the time the Rwandan population was 14% Tutsi, 1%Twa, and 85% Hutus; the Belgian’s showed preferential treatment to the Tutsi, who were seen as socially elite, by giving them access to higher educations and better employment. This treatment causes the uprising of the Hutus in 1959 overthrowing the Tutsi government forcing many to flee the country, sparking even greater resentment between the two ethic groups. Without the interference and preferential treatment by the Belgian’s this atrocity could have likely been avoided.

The Rwandan genocide occurred during the period of April to July of 1994. This genocide was as a result of the Hutu ethnic majority slaughtering the Tutsi minority. During this period as much as 800,000 Tutsis were killed. The genocide was started by Hutu extremists in the capital of Kigali and the genocide soon spread across the country. Despite all of this there were several survivors of the genocide. Immaculee Ilibagiza is one of those people.

One particular case that has been studied recently is the Rwandan Genocide that occurred in 1994. The Rwandan Genocide remains one of the fastest and most brutal cases of genocide in modern history (Temitope and Danjibo 2013). In the years leading up to the genocide there was a civil war between the Government of Rwanda (led by Hutu General Habyarimana) and the Tutsi expat group, the Rwandan Patriotic Front, who had been in exile in Uganda (Buhr 2015). Following the cease-fire agreement in 1993, there were signs that the agreement would not hold despite the presence of UN peacekeepers (Buhr 2015). In April 1994 General Habyarimana was assassinated, and violence ensued (Buhr 2015). Tutsis were blamed for the death of Habyarimana, despite a lack of evidence (Buhr 2015). From April to July of 1994 vengeful Hutus slaughtered approximately one million Tutsis (Temitope and Danjibo 2013).

Pope Francis has asked for forgiveness for the Catholic Church’s “sins and failings” in the 1994 Rwandan genocide, but the African state’s government indicated that the apology was not enough as there were suspects who still have not been brought to justice.

It is estimated and recorded that, the 1994 Rwanda genocide, resulted to over 800,000 to a million deaths of the Tutsis that where brutally eliminated and murdered. This figure includes men, women and children who constitute three-quarter of the entire Tutsi population and 20% of Rwanda population at large. Rwanda Genocide generated a lot of criticism especially the role of France, the lip service attitude that resulted to the late intervention of the international community after the end of the atrocities committed against the Tutsis, was termed one of the most wicked brutal atrocities against the Tutsis that, suffered mass killings of their woman, children and innocent civilians as well as foreigners are victims of the brutal attacks. Before the occurrence of the 1994 Rwanda genocide, the country population stood at 7milion people, the Hutu had 85% of the entire population which made it the most populous tribe and the majority ethnic group followed by the Tutsi which has 14% that made it minority ethnic group with the Twa tribe with just 1%. Rwanda got her independence from Belgium in 1st of July 1962, which made it a colony of Belgium. Reforming Rwanda is not an easy task and cannot be accomplished overnight. The need for reform is unavoidable in Rwanda. Throughout this country’s history there have been many cases of civil unrest and violence. Perhaps the most recognized event in Rwanda was the genocide of 1994. The issues leading up to the killings, the genocide itself, and the changes made after are all important to Rwanda’s future and its ability to reform.

Beginning April of 2004, the Rwandan Hutu started mass murders of Tutsi. This genocide is believed to have spawned from the civil war that was taking place at that time. This civil war was based on issues over power and resentment between the Tutsi and the Hutu. (Rwanda, 2008) Eventually the war escalated to the point where the Hutu began genocide of the Tutsi and anybody who opposed the ideas of the Hutu. The killing of the Tutsis became so common—in a very short amount of time—that it was practically acceptable amongst the Rwandans. (Hintjens, 1999) This was a very brutal and gruesome genocide. In just five weeks, approximately half a million Tutsi and innocent civilians had been murdered. (Hintjens, 1999) This is an astounding number of people, especially because the Hutu murdered the Tutsi at knife point—usually with a machete. (Snow, 2008)

Prior to colonial era, Rwanda had larger population of Hutus compared to Tutsis and Twa. Rwanda as a country was divided into three ethnic groups i.e. Hutu (approximately about 85%), Tutsi (14%) and Twa (1%) (United Nations). Although, Tutsis were the minorities, they belonged to the higher strata compared to the other ethnic groups; Tutsis were privileged and had power and control over the Hutus and Twas. “Hutus were formerly bound to their Tutsi patrons via client ship” (Sinema, 2012). When Rwanda was colonized by Germany followed by Belgium, they favored Tutsis as they represented the upper class prior to the colonization. These created a social system like feudal system where there was a power difference between the Hutus and the Tutsis. Tutsis were considered as lord and the Hutus on the other hand, were considered as peasants. As a consequence, this created an ethic tension between the Hutus and the Tutsis and created a system more like apartheid. Nonetheless, they managed to co exist in Rwanda until they were decolonized. Although there is no social distinction between the Hutus and the Tutsis, the conflict between these tribes increased tremendously after the independence from Belgian that led to mass murder and ethnic cleansing of the Tutsi by the Hutu.
