The Global Problem of Spamming and Unsolicited E-mail
Introduction
Spamming and unsolicited email has become a growing issue all over the world. As the internet grows, so does the problem of spamming. With the evolution of the internet, there has been a love and hate relationship among the spammed and the spammers.
Before going into discussing further about spamming, we have to actually define spamming:
Spamming is sending a message or multiple copies of a message to many inappropriate newsgroups or sending a single or multiple copies of a message to any mailbox for an individual who did not specifically request the email1.

If we take a look at the above definition of spam, an advertisement is spam only when it has not been subscribed by the receiver.
Another common form of email is chained emails. An example of such an email would say things like “If you don’t send this email to 20 other people you will die” or emails which encourage forwarding by promising money and other rewards.
Chain letters generally include a list of names and addresses with instructions to send something - say, a small sum of money - to one or more names on a list. Then, you are instructed to remove one or more names from the list, add your name to the bottom of the list, and email the letter to a certain number of other people with directions on how to "continue the chain."3
Almost all of these emails are somehow or the other unsolicited and therefore can be generally called as spam.
Problems faced by users and services providers
The important question that arises from this is that: Is spamming a problem? If it is a problem, then what kind of problem arises and who are the victims and beneficiaries?
To answer the first question on whether spamming is really a problem an email service provider Arosnet says:

Standard conventions exist, like the use of “Dear Sir” that’s normally found at the beginning and the use of “Yours faithfully”. This is used because the person isn’t known because they might be a company. The use of “Dear Mr” and their name, and “Yours sincerely” will be used since the person is known. Letters tend to use standard layouts. These are usually blocked, semi blocked and indented. House styles can be presented for organisations. This could be things like fonts, formatting and etc.
There is another type of spoofing like email spoofing. Email spoofing is when the message appears to be from someone trusted but in an actual fact it’s not. People who distribute spam tend to use email spoofing to make you open it and respond to them. Spoofing someone in any way is illegal. It is against the law. To get round this you can delete all your spam as there is a risk there is some kind of spoofing waiting to be open. Also delete any email that is useless and do not give your email to anyone as they can send a lot of spam to your email.
Spamming chat is when someone is rapidly and repeatedly typing the same thing a bunch of times and posting it in chat. When they get to the point where they are displaying the same exact message or a message quite like their last 3 or more times in 10-15 seconds, then it is considered spamming chat. In this situation, a Helper has all the commands to punish the player fully. When I first see that they meet the standards of 3 times per 15 seconds, then I would run the command: “/warn (IGN) Chat Spam”. After the player receives their warn, if the blatantly ignore it, and they continue to send similar messages 3 times per 15 seconds, then I will temporarily mute the player for 5 to 15 minutes, depending on what they are spamming and how fast they are spamming by running the command: “/mute (IGN) 5m(-15m) Chat Spam”.
Moreover, I believe that the laws are working on Canadian spammers because they are within our jurisdiction. However, the same can't be said for international spammers because other countries have different laws and regulations with regards to spamming. As evidence, I still receive spam communications after the law passed. Thus, I would consider anti-spam laws to be a work in progress.
-Canada has been trying to get rid of spam advertising for numerous years now and finally passed an Anti-spam legislation stating that: Your business must have consent to deliver an electronic message to someone, you must clearly identify your business, and must include an unsubscribe feature. This may be to disadvantage, but America has similar anti-spam laws as well.
The way I would deal with a spammer as helper rank would consist of the player first spamming a message 3+ times which would usually consist of a verbal or /warn warning. [/warn player Spam] If the player continues to spam after the warning it would then lead up to a 5-10 minute warning. If for some reason they continue 5 minutes would be added each time.
