The USDA has roles not only to promote and regulate the food industry, but to encourage American’s health thorough dietary policy. At times, these multiple roles of the USDA can conflict, which is seen by the its support of the milk and dairy industry for consumption by all Americans, in spite of its ill health effects on many Americans who cannot digest milk properly (Bock, 2015, lecture 6). In the US, milk and dairy products are generally seen as a food staple, and those who have “lactase persistent”, or produce the enzyme to digest milk sugar, can use it for a good source of nutrients such as calcium and Vitamin D. According to the USDA and the US Department of Health and Human Services “Dietary Guidelines for Americans: 2010” regarding dairy consumption, the “recommended amounts are 3 cups per day of fat-free or low-fat milk and milk products for adults.” (USDA & USDHHS, 2010). The consumption of milk is portrayed as a norm for a healthy American diet and the many Americans that lack the enzyme to digest milk properly, or “lactase impersistent”, are seemly regarded as abnormal. To which can be asked, “But what about the 30 to 50 million Americans who are lactase impersistent?” (Wiley & Allen, 2013, pg. 109) Those Americans will suffer from gastrointestinal symptoms, possibly causing negative health effects if they drink milk, which is championed by the USDA. There seems to be an apparent disconnect between the policy of the USDA to encourage a healthy diet for all Americans, and it’s downplay of the negative health effects of dairy consumption to those millions of Americans that are lactase impersistent. They agreed to give three cents for each gallon sold to fund an advertising campaign with the main purpose of “reminding people to drink milk” (gotmilk.com). Jeff Manning, the man hired by the CMPB to find an advertising company, appointed an ad agency known today as: Goodby, Silverstein & Partners. To begin with, each ad There is information on free stuff you can win; there are images of the new 2004 Got Milk magazine ads and even video clips of the commercials that air on T.V. There is a Got Milk club that people can join as well. One of the commercials had the video clip of a teen boy at the post office sending a package marked fragile. The package travel through the post office and into the truck, it is dropped and kicked and thrown around. The truck then proceeds to the house to deliver it, it goes over bumps and the package is again thrown all over. The truck arrives at the destination and the mail man drops the package. There is a dog outside the house shaking it and biting at it. The same boy opens the door to find his package a complete mess; he opens it and inside is his Chocolate Milk. The ad’s catch was “Shake Things Up”. This T.V. commercial would appeal to all people. It is funny for the comic lover and serious for the parent wanting their kid to drink milk. This ad has numerous emotional appeals, everything from not liking the post office for ruining the package, to loving the post office for shaking up the milk. People look for humor in their life and this ad does that while appealing to one’s logical side of needing to drink milk. Advertising companies have many different ways of selling their product, they even succeed at selling emotions such as fun, and making you think about how logical it really is to drink milk.

It is on the myplate as a needed food item which is endorsed by the U.S. government. (“Choose MyPlate”) Milk is promoted because calcium can reduce the risk of getting osteoporosis. The truth is that calcium from milk is barely absorbed in the bones. The amount of people with osteoporosis in the U.S. rose from 10 million in 2002 to 12 million in 2010 and is expected to be more than 14 million by 2020. (“Facts and Statistics”) In a report done on whether three servings of milk a day was an evidence based recommendation it provides evidence against milk being good and nutritious. This report was done by two medical doctors who each had Phds from the Harvard School of Public Health. They explained how the milk everyday was promoted because of the sugar content in milk that got kids to drink it. They also explained how humans have no nutritional requirement from milk and countries that do not consume milk have a much lower bone fracture rate than countries that do consume milk. They also provide results from a meta-analysis that showed that milk consumption had no benefit for bone protection in adults. A meta-analysis is a combined report of multiple scientific studies. Three cups of kale provide the same amount of calcium as one cup of cow's milk without the added fat and cholesterol adding in vitamin a and e.
