Introduction
With the development of health care system and the enhancing awareness of public health care among the society, the quality of health services is widely discussing in the global. Therefore, an international conference on primary health care is committed which is the Declaration of Alma-Ata on primary health care. It strongly reaffirms the importance of accessibility and equity of primary health services no matter in developed or developing countries (World Health Organization, & United Nations Children 's Fund, 1978). After that, the first international conference of health promotion was held which is the Ottawa Charter for Health Promotion and followed by seven subsequent global conferences and it built on the progress of the Declaration of Alma-Ata (World Health Organization, Health and Welfare Canada & Canadian Public Health Association, 1986). Also, the foundation of primary health policy in New Zealand like New Zealand Health Strategy (Ministry of Health, 2000) and The Primary Health Care (PHC) strategy (Ministry of Health, 2001) are based on this declaration, furthermore, there are more policies were established in New Zealand like the Better, Sooner, More Convenient Health Care in the Community (Ministry of Health, 2011). Despite the countless advanced in technology and the abundance of health care organization popping up all over the place, whether they are free standing clinics, hospitals, urgent cares or etc, many people still lack the ability to receive quality health care. This has become a concern throughout the world, but especially a more vocal concern for residents of the United States in the past few years. In this paper we will discuss the reasons preventing access to quality health care and how we can overcome the many obstacles that stand in our way to provide quality health care to many who lack it today.
The primary care practice is essential to improve the care of our population, our current system is fragmented, but it does show potential for improvement. The Agency for Healthcare Research and Quality has listed some areas that will help improve our system. One is “the need for external infrastructure to help primary care practices develop quality improvement” this is done with support to the quality capacity (Agency For Healthcare Research and Quality, 2015). Health is dynamic and determined by the determinants of health that have factors that can both benefit and hinder our overall health (Liamputtong, Fanany, & Verrinder, 2012, p. 9). Health justice is a broad term. For me it means that everyone is able to receive health care despite where they are, what their background is, and how much money they have. Although this is the case, the current world health system isn’t like this. Health care is not as accessible as it should be. Many poorer, developing countries are still facing shortages of health care clinics in their area. The people in the world who do have health care, on the other hand, are the ones who are well off and have more money. Thankfully, due to the efforts of many different individuals and organizations, the healthcare system is slowly shifting over to where we want it to be. Not saying that it is perfect, we still have a long ways to go before we are able to create total health justice, but we are on our way for a world with health care that everyone is able to access and get the proper care they deserve.
This group report will focus on the health integration initiatives that has been taken by the North East LHIN (NE LHIN). The information and data that has been gathered in this report are primarily from the North East LHIN official website. The North East LHIN is one out of the 14 LHINs that currently exist in Ontario. Health care systems are organizations that are formed to meet the overall health needs of the population. Health care is regarded as one of the leading cause in promoting not only physical and mental health but the well-being of the population. Legislation is implemented requiring government to offer services to all members of its society. The role of health services and the organizations that provide aid is to focus on the health of an individual and to uphold their human rights. According to WHO (2013), a “well-functioning health care system requires a robust financing mechanism, a well-trained and adequately-paid workforce, reliable information on which to base decisions and policies, and well maintained facilities and logistics to deliver quality medicines and technologies (World Health Organization; 2013).
According to Leiyu Shi and Douglas A. Singh (2015), “Health determinants are major factors that, over time affect the health and well-being of individuals and populations” (p.52). Differences are constantly being made throughout the health care system, communities and various cultural groups for the healthcare administrations to expand their reach beyond medical services. Today in many areas health care professionals are taking a different approach by focusing not only on health but on the well-being of the people as well. In order for many of the health care professionals to improve the communities in which they serve they must improve on the four key determinants of health.
Changes in access to health care across different populations are the chief reason for current disparities in health care provision. These changes occur for several reasons, and some of the main factors that contribute to the problem in the United States are: Lack of health insurance – Several racial, ethnic, socioeconomic and other minority groups lack adequate health insurance coverage in comparison with people who can afford healthcare insurance. The majority of these individuals are likely to put off health care or go without the necessary healthcare and medication that is needed. Under public health, an ideal healthcare system will ensure that the members of the society remain healthy and this will require prevention of injuries and diseases as well as health promotion and provision of coordinated, effective and timely healthcare.
