One Constitutional provision that Congress can use to check the bureaucracy is the impeachment of executive officials. The Constitution allows for the impeachment when these executive officials have committed serious crimes, such as treason, bribery, and other high crimes and misdemeanors. So, if a bureaucrat is committing one of these crimes while in his position, Congress has the ability to take away his powers and job.
