Although there are many factors that contribute to a quality education the one that provokes the most controversy, is the concept of equal funding for every school. While money is not the sole component of education, it is certainly important. Recently I have become very intrigued in this topic. I am passionate about pursuing my educational goal to become a teacher. I also work in an after-school program at an elementary school in Concord, with my own class made up of bright minded kindergartners and first graders. I have seen that in this schools community there is a very low-income rate, causing the school to not get proper funding. As a future teacher, I am determined to do what I can to solve this problem.
The concern of equal school funding has always been an issue, "Nearly half of the funding for public schools in the United States, is provided through local taxes, generating large differences in funding between wealthy and impoverished communities" (Biddle, Berliner). What is the solution to this problem? Every child is entitled to an adequate education but how do we accomplish this? With landmark Supreme Court decisions in regards to education such as Brown v Board of Education, which made segregation within schools illegal, one would be inclined to believe that modern schools are void of any inequality. However, at a deeper glance, it is apparent that there is a glaring inequality within public school systems at the national, statewide, and even district-wide level. Such an inequality has drastic results as the education one receives has a high correlation to the college they will attend, and the job they will work. It is in society's best interest that public school systems be improved to equally supplement students with the tools necessary to succeed. While the public school system aims to reduce the inequality within it, they have proven ineffective in guaranteeing children of all races and economic classes an equal education.
School funding is a mix of different funding sources like federal, state, and local. About ninety percent of funding for education comes from state and local community. K-12 education has failed to keep up with high enrollment. Schools must spend to counter effects of poverty while many European countries alleviate these conditions through government spending. Currently more than forty percent of low income school get an extremely unfair share of state and local funds. Low income school are receiving inadequate funds for their school, whereas other schools in the United States are unfairly distributing their state and local funds. That is unfair to the low income schools because those schools really need the money for school books, field trips, etc. Funding for public schools has been quite unequal for years, but even though Americans are fully aware of this issue no one does anything to solve it. Researchers are trying to show them both sides of this unequal funding issue in public schools in order to help balance the distribution of educational funding.
“Education is a major driver of development and is a strong instrument for reducing poverty, improving health, gender equality, peace, and stability” (The World Bank) - so why is it that students are often deprived from an extensive education? In Illinois, education funding has been an ongoing problem. Funding for schools is based on the property taxes where the schools are located, causing those who live in lower socioeconomic areas to receive less educational funding. This is unfair because children who live in lower socioeconomic areas are not able to receive the same opportunities and benefits that are acquired when a quality education is obtained. Education and economic justice were two forms of systemic inequalities that make inequality difficult to talk about. Education is a requirement if someone wishes to have a better life, but not everyone has access to quality education. In the U.S there has always been a battle, people of color have fought to be able to access quality education, (Philips, 2016: 130) they are constantly attending inferior and ineffective school where there are many distractions for students to be fully successful in the classrooms. Often these schools where children of color attend lack quality facilities, educational resources, and qualified teachers. Someone can’t help to notice that in general such unqualified schools are mostly in color people’s neighborhoods.
In fear of the deteriorating value of education materials to support the appropriate grade levels, white families flee the public school system to magnet or private school for higher enrichment. Meanwhile, suburban legislators and Governor Thompson agree that “we can’t keep throwing money into a black hole” (Kozol, 1988, p. 53). Ultimately, the education at public schools were thrown aside at the cost of enriching the lives of students in affluent schools. Within the two districts I researched, Dallas ISD and Highland Park ISD, I found that the gathered median income from Highland Park is four times that of Dallas ISD. Because of this, Dallas ISD students are forced to rely on the limited sources of educational materials which are reflected by the substantially different median income compared to Highland ISD. Additionally, racial divide amongst the two ISD’s is astonishing. In Dallas ISD’s only 5.1% of the student body is identified as white but Highland Park is 85.8%. Meanwhile, the other ethnicities for the two school districts have the percentages swapped. Having Highland ISD’s black, Latino/Hispanic, Asian, or Pacific ethnicities just below the 15% margin and Dallas ISD’s non-white ethnicities soaring above 94%, the clear distinction of racial inequality among these two districts are evident. Comparing these percentages aligns to Kozol’s evaluation of white overpopulation in affluent schools within different districts such as Highland ISD.

He also brings light to the fact that suburban schools, with predominantly white students, are given far better funding and a much higher quality education, than the poverty stricken schools of the urban neighborhoods. Jonathan Kozol brings our attention to the obvious growing trend of racial segregation within America’s urban and inner city schools. He creates logical support by providing frightening statistics to his claims stemming from his research and observations of different school environments. He also provides emotional support by sharing the stories and experiences of the teachers and students. His credibility is established by the author of Rereading America by providing us with his collegiate background. This is also created from his continual involvement with isolated and segregated educational school systems and keeps tone sincerity throughout his essay. While segregation is said the have been abolished, we can still see its effects through “second-generation discrimination” (Nieto, 2010). Nieto describes this as unequal access to learning through practices such as inflexible tracking and differentiated curriculum in different classroom and schools. When I first heard this term, it made me think about how neighborhood develop. In the cities I have traveled to I see how different areas of a town can lead to similar cultures and races forming together in specific areas. I feel this ties directly into the previous topic of funding. Every major city I have lived in had the affluent neighborhood and, on the flip side, the poor section of town. Since areas have different income levels, they will contribute to the school districts in different ways. Kozol (1991) explained in his book how one would think that because they live in a free nation and they are entitled to a free education, that they would receive the same as everyone else. Unfortunately, our country was set up with a tax-based formula for school funding. It’s a complicated formula and most people never think to scrutinize it. In the United States, public schools get their funding from their respective state. As a student, it can be seen as concerning when one compares how much states spend on their schools. Many schools are inadequate in both an aspect of safety and effectiveness of the learning environment. As a result of inadequate subsidy across America, schools resort to taking drastic measures. Not only are the unequal sources of subsidy a difficulty, but the concept and execution of budget cuts also exacerbate the issue. How many parents would like to send their children to a school that does not even have the resources to teach them appropriately? There are many schools that do not receive the funding they need in order for students to learn, while other schools have more than enough. Students in the lower funded schools are further behind and less likely to succeed compared to the students from the other schools. Therefore, all public schools should receive equal funding because all children deserve to have the same education and learning environment.
Many schools in America are divided by cities and districts which locks in certain students for specific schools. Some of these schools are well provided, and others are not due to the income of that district which the students live in. These borders for schools causes a problem in which certain educational tools and experience are restricted for those individuals who have a low income.
