Similarly to the Oakland boys, finally, I too have suffered from over/under policing. Certain negative behaviors in my elementary were overlooked, such as bullying, despite the zero-tolerance policy. Most teachers would ignore the zero-tolerance policy and choose not to police my bully's bad behavior. When it came to pushing me down stairs, calling me fat and ugly, or rubbing my possessions into the dirt to ruin them, my teachers were lackluster in their policing. However when it came to minor, easily punishable 'crimes' that I committed, like wiggling in my chair, they were over-policing machines. This led me to the same distrust in authority as it did for the Oakland boys, I despised my teachers and thought of them as incompetent, unfair, and part of the problem- not to be trusted.

Discretion is defined as “ power of free decision or latitude of choice within certain legal bounds” ( merriam-webster dictionary ).Police have discretion in most jobs they take on while out in the field. This could range from a wide variety of choices from drawing his weapon to shooting his weapon, or just issuing a traffic ticket or smaller violation. With such a wide gap between little choices to life or death a policeman’s discretion can either make or break himself, his department, and how the citizens look at policing today. Regardless discretion must be used in a lot of the police officers day, and when it's used right it gives the officer and community to have a more just society.

Policing today consists of three eras. These three eras have adapted and built off one another through history (Parr, 2014). The first era started around 1840 to 1930, and is known as the Political Era. The second Era is known as the Reform Era and lasted from 1930 to 1970. The last era is called the Community-Problem Solving Era and is still being adapted and used today. The Political Era emphasizes on meeting the needs of politicians. The police were given power through the local government and the community had very little say in what happened. The police and politicians worked together to control the city and neighborhoods (Palmiotto, 2000). This was often referred to as a ward. The ward politician controlled all the police in their neighborhood. The police officers tasks included not only crime prevention and order but a lot of social service activities that involved their neighborhoods. The officers resembled the ethnic backgrounds of the neighborhoods they lived and worked in and performed their patrols gaining trust from their community (Palmiotto, 2000). This allowed positive integration of police officers leading to more public service, and the trust of the officers to stop crime when is starts.

When it comes to the topic of police reform, many agree that our country is long overdue for it, however, the questions are how exactly do we, as a nation, go about changing one of the most powerful structures to exist in the country. There are different substances where discretion is not discipline enough or not monitored enough even though having discretion is not always bad. There are still ways to abuse it and today police officers have their own way of using police discretion for different situations. Discretion can be defined as someone having the power or authority to make a decision based on what they feel should be done in a certain situation. Police officers are taught how to handle certain situations according the law. But when the officer is on duty no one is there to make sure that they are making the right decisions that follow the law and according to the law, there are not set guidelines in the law for police discretion which give the police officer an advantage. It is important for law enforcement agencies to evolve and adapt to those changes. A quasi-military structured law enforcement organization is a great way to adapt to new policies and changes. Law enforcement agencies and the military share very similar rank and command structures. A military structured police agency is often times looked at in a negative way. Policing is a dangerous occupation; one you might find yourself placed in a situation where you may legally have to take the life of another human being. Although a quasi-military law enforcement agency is more disciplined and better prepared for a crisis situation, it is not ideal for daily law enforcement operations.
