JUSTIFICATION: Immigrants come in to the United States sometimes lying that they know enough English. This may be the free world but if an immigrant wants to come to the free world they should have to learn one of the main priorities that the United States has. They could work anywhere and many places that they would work people will come in and ask questions, but if they cant help the person who is asking the questions because they speak English then they are no help at that point.
