In order to allow officers to pull over a driver for violating the texting ban, the driver has to have two offenses– primary and secondary enforcement acts. This means that drivers must be texting while driving, and committing some other traffic violation, such as speeding or running a red light. To investigate the dangers of texting while driving, a true experiment is needed to determine if texting is a cause of traffic accidents. A true experiment is thought to be the most accurate type of experimental research, and it is the only type that can establish a cause and effect relationship. Thus, a true experiment can find if texting is a cause that affects traffic accidents. To begin, the experiment will take place on a major road, located in an urban city because a large number of fatal traffic accidents occur in urban settings, when vehicles are traveling less than thirty miles per hour. Random assignment will be used to select participants, and place them into two equal groups, so the sample size is representative of age, ethnicity, and socioeconomic level. Random assignment helps eliminate bias between tech savvy teenagers and older adults, or the use of technology between different ethnicities, or income levels. The experiment will include a control and experimental group, and the manipulated variable is texting while driving. The control group will be instructed to drive through the mapped out course, without a cell phone present in the car. However, the experimental group will drive through the same course, with cell phones that are receiving text messages. The experimenters will have a camera in the car that helps them collect data from the both groups. Each driver will be evaluated on, the number of times they send a text message, the number of

This is completely unacceptable, however, if the police commenced pulling people over for being distracted whilst driving there

Whereas the use of cell phones while doing some chores might be simply annoying, the consequence of using cell phone with driving can be fatal. Recent polls by the Pew Research Center and other researchers show that about fifty to ninety percent young Americans admit using their cell phone while driving. This includes about thirty six percent who said they texted or typed something whiles driving. (Lopresti-Goodman, Rivera, & Dressel, 2012). The practice of using phone particularly texting while driving has increased the number of distracted driving accidents. When the cell phone records of people involved
Texting and driving was and continues to be one of the major factors of car accidents in America’s population. In the following advertisement named, “Phone in one hand, Ticket in the other” it is noted that texting and driving are frowned upon in our society, and the authorities are giving citizens tickets for texting and driving. The National Highway Traffic Safety Administration (NHTSA) had created and promoted this ad to help decrease car accidents involving texting and driving, by informing the reader, you will be ticketed if you are caught being on your phone while driving a vehicle. The ad was first campaigned April 2015 by NHTSA. There are two messages being portrayed in this advertisement. First, the text of the ad, gets the audience thinking about two possible consequences of texting and driving. Secondly, the images demonstrate what may take place if you are using a cell phone while on the road. Lastly, both the text and images work together to get the message across that if you are caught texting and driving, you will be ticketed, and the use of a cellular device while driving can lead to a car accident. The, “Phone in one hand, Ticket in the other” ad successfully portrays its reasoning for being invented, and I believe the presence of this ad will decrease the amounts of accidents in America.

The reason why I agree with the “City Council is because that’s how people get hurt not just you but other people to. Let me tell you about what I mean”. So say if your driving or somebody else driving and there texting and trying to drive at the same time and they looked up to late to see that truck or vehicle coming then boom y’all “crash”. You might be dead or the next person might be dead. Or even y’all badly injured/hurt.That’s why it’s important to not text and drive, cause it put people in danger.

Some states do more than others. In October 2013, the state of Florida passed a law that banned texting and driving. To some, this may seem like a good law, however, if we take a look at it we can see that it is actually very weak. In his article, “Florida Cell Phone & Texting and Driving Laws”, Rich Stim tells us that this law does not allow anyone to type or read any kind of messages while they are driving. He also points out that this law can only be enforced if a police officer pulls the driver over for another moving violation, making this a secondary enforcement law (Stim). So we can see that you can not be pulled over just for texting and driving, you need tone doing something else illegal first, such as maybe speeding or running red light or stop sign. If you do get a ticket for texting and driving, it is a non moving violation and the penalty is $30 (“The 2014 Florida Statues”). The State of Florida could do more to help decrease distracted driving.. According to the Governor’s Highway Safety Association, there are 14 states that have banned the use of hand held cell phones completely, while 38 states ban the use of cell phones by novice drivers (“Distracted Driving Laws”). There are 44 states that have banned texting while driving, and of those all but 5 are primary enforcement laws, which means that a police officer can pull you over and give you a ticket just for texting and driving (“Distracted Driving Laws”). Florida’s ban on texting could be stronger if it were made a primary enforcement law. The state could do more to prevent distracted driving if it would add a law that bans either all hand held cell phone use, or at lease put a ban on cell phone use for novice drivers as many of the other states have
