The Individuals with Disabilities Education Act (IDEA), which is a supersession of the Education of All Handicapped Children Act of 1975 is a federal law which requires states and their school districts to provide individuals with disabilities a free and appropriate education. IDEA governs how states and public agencies provide early intervention, special education and related services to more than 6.5 million eligible infants, toddlers, children and youth with disabilities. The population that IDEA intends to effect is children between the ages of three and twenty one years of age who have a specific disability that has an adverse effect on the student’s performance. In 1970 the educational needs of children with disabilities were not being met. Access to education and opportunities to learn were denied. In the United States, many states had schools that educated only one in five children with disabilities and many states had laws that excluded certain children with disabilities such as deaf, blind, emotionally disturbed or mentally retarded. US Department Of Education Education for All Handicapped Children Act of 1975 also known as Public Law 94-142 (P.L. 94-142) required a free and appropriate education to be provided to all children, regardless of their disability. This law also authorized financial incentives to enable states and localities to comply. In 1986, there was an amendment to the Education for All Handicapped Children Act of 1975. This amendment provided a more comprehensive program at the state level for early intervention for infants and preschoolers. Encyclopedia of Educational Psychology In 1990, Congress reauthorized P.L. 94-142 and renamed it the Individuals with Disabilities Education Act Public Law 101-476 (P.L. 101-476), also known as IDEA. With this new revision, new services were added. The word handicap was replaced with disability.
