During the time from the 1890s to the 1920s a period of social and political reform took place in the United States known as the Progressive Era. “The era saw the expansion of political and economic freedom through the reinvigoration of the moment for woman suffrage, the use of political power to expand workers rights’ and efforts to improve democratic government by weakening the power of the city bosses and giving ordinary citizens more influence on legislation.” The progressive reformers from this time gained a majority of their support from the education middle-class of urban areas. Another term used to describe these reformers is Muckrakers.

Following the welfare reforms that were introduced by the New Labour Government in 1997, the coalition Government has developed, extended and continued welfare-to-work programmes (Deacon and Patrick, 2012). The Government’s ‘rehabilitation revolution’ saw policies designed to reduce reoffending, and as a consequence resettlement initiatives emerged with welfare-to-work programmes (Ministry of Justice, 2010). Since the implementation of the ‘Work Programme’ in 2011, welfare provision has seen a high influx of ex-offenders and Multi-Agency Public Protection Arrangement (MAPPA) participants referred to programmes (Gov.UK, 2016). The main provider in Wales has delivered learning and development provision to approximately 24,000 ex-offenders (Working Links, 2013). The ultimate aim of the provider is to ensure participants secure sustainable employment. Accordingly, front-line staff have undergone specialist training to deal with ‘risk’ and mentor clients with complex and multiple needs. However, there is a dearth of research focusing on this contemporary phenomena. Considering the pivotal role employment schemes play in rehabilitating offenders, it is of paramount importance to determine whether or not the Governments confidence in employability schemes is justified.

From the time of 1890- 1920 was the progressive era. In this time the American people experienced a very rapid industrialization in their major cities, where it grew not only with industrializing but economically as well. In this time we adopted many laws about working conditions that we still have today. For example, the government adopted laws about Jacob Riis and the photos he took, child labor, and women's suffrage movements. In the next few paragraphs I will explain to you why these three subjects are some of the most important things that happened in this time period.

Between 1906 and 1914 the liberal democrats where in power, at this time it was becoming apparent that poverty was a big problem in Britain and reports from two men, Charles Booth and Seebolm Rowntree who had interests in social reform and the poorest off people of Britain, showed that many people in Britain where living below the poverty line. It is plain to see from the policies above that a comprehensive welfare system offering benefits on a universal level was created from the report written by William Beveridge. However, it was still subject to criticism. These miscalculations and misjudgements meant the elderly, the disabled and the long term unemployed still experienced poverty because the level of benefits were too low. (Fraser 2003) Beveridge’s vision was to have to little or no means-tested benefits, his idea was that very few people would fall into this category and it would only be used as a safety net. That was not the case, more and more people, mainly those on low incomes had to turn to means- tested National Assistance benefit. Beveridge did not fulfil his vision in this part of his plan. The start of the 1920s introduced a new era. It was an era of rebellion new to the American people. It is characterized by the new and exciting cultural and social changes throughout America. The most notable changes are in the areas of fashion, movies and radio, and in the general life at home.

There was still some confusion around the scheme and disbelief all around. For instance, Aneurin Bevan was forced to engage in a fierce two years battle with the British Medical Associations about doctors participating in the a national health service. In addition, by March 1948, 13% still saw the NHS as a bad idea. Although 61% did see the NHS as a good idea which is a large portion of the population. So, while not all poverty eradicated it was a huge leap in the right direction. This revolutionary health care system paid for much of the individual’s medical needs through an increase in taxes, although private practices and hospitals were still permitted. The Welfare State also enacted similar reforms in the field of education. Free lunches became available to students in what Americans would call elementary public schools. Secondary education, such as at a university, would also be paid for by taxes, and students would also receive a grant or maintenance fee, much like a small salary in return for their studies. Within the realm of family, these social reforms also provided old age pensions and allowances for families of multiple children. Although this increase in taxation was not necessarily beneficial, the goals and achievements of the Welfare State can hardly be understated.
