Fifteen years ago, Western Contracting Corporation entered new markets and since has successfully completed over $150,000,000 in construction contracts. Today, the firm performs heavy dredging, marine, and mining activities primarily in the Missouri River Basin in Nebraska, Iowa, and Missouri. Our main client is the Corps of Engineers; however, the firm also contracts with several public utilities and various state and local agencies in the Basin. The following two events facilitated our recent successes. The MRRP In March 2004, the Federal government began funding a new program referred to as the Missouri River Recovery Program (“MRRP”). The MRRP creates engineered wetland habitat for three threatened and endangered species (piping plover, least tern, and pallid sturgeon) that are indigenous to the Missouri River ecosystem. In 2004, Western was one of four contractors selected by the Corps of Engineers for a five-year contract for the construction shallow water wetland habitat. Prior to the MRRP, the firm successfully completed five Corps of Engineers “river work” projects between 1999 and 2004, and had made significant investments in marine equipment. The contract had a completion date with a significantly daily liquidated damage penalty in the event the work was not completed within the specified contract time frame. However, the penalty amount was equal to a bonus amount for every day the work was completed before the completion date. After award, Western mobilized three portable dredges, worked seven days per week, 24 hours per day, and completed the work ahead of schedule to earn the bonus.
