The concept of providing basic healthcare services to individuals in need has undergone an agonizing transition, from a luxury once only afforded by the affluent to a basic human right granted to citizens of every economic station, and the recently enacted Affordable Care Act (ACA) was designed to finalize this ethical evolution. Reflecting perhaps the bitter political enmity currently consuming the nation's once cherished democratic process, Republican legislatures in states throughout the union have bristled at the ACA's primary provisions, threatening all manner of procedural protestation as they attempt to delay and derail the bill's eventual implementation. One of the most intriguing aspects of the sprawling, thousand page law, however, has been the stipulation that individual states will be given a choice to either accept federal funding to expand their statewide Medicaid roster, or to forfeit all federal funding for that program in perpetuity. The role of government in monitoring and regulating the healthcare industry has been long debated, and the bitterly contested passage of President Obama's ACA, a law aimed at revising the country's health insurance system through the creating of a federal health insurance exchange to facilitate increased competition among insurers, has rekindled the debate over who holds the ultimate responsibility for regulating the care provided by hospitals, community clinics, and private practices.

The New York Times printed an article by Robert Pear, which reported that on December 24, 2009, the US senate passed the first bill, which would call for major reform regarding health care in the United States (Pear). The article titled “Senate Passes Health Care Overhaul on Party-Line Vote,” discusses the fact that while this step was a major milestone in the process of providing Americans with affordable heath care, it was not the end of the road. Over the coming months and years there would be a lot of give and take between democrats and republicans to revise the bill to the point where both sides could support it. Long before the 1990s when Ms. Clinton fought for a Universal Healthcare system in America, the issue of America’s healthcare had been a political quandary. The enactment of the Republican administration’s Health Management Organization Act of 1973 was a weapon meant to address that crisis, yet, it did little to fix the problem. While the liberal Democrats are fighting for Universal Healthcare coverage for all Americans, the conservative Republicans are fighting to maintain the current private health insurance, however, with some revamping of the system, which preserves the capitalistic element of the status quo. The reason for the two opposing views stems from their differences in political ideologies, which theoretically is like pitting socialism against capitalism. While the liberal Democrats’ endorsement of Universal Healthcare system is socialistic in practice, the conservative Republicans’ fight to retain the private or market based plan is unarguably in support of their pro-capitalism stance. The truth, however, is that, though almost every American believes in capitalism, yet, almost none would vote to disband the Medicare and the Medicaid programs, both of which are socialistic. There are certain steps to developing a health care policy. The first is the action taken after a legal or judicial decision can often lead to the creation of a new health policy or program. This can stem from any legal action taken against a physician or insurance company by a patient or their family. The second step is to develop the regulation, guidelines, and implementation for the new program, as they have been described in the new law. Many believe that the new health polices should be form by policy experts, but the use of health care professional can serve as an asset in developing these polices.

Creating a health care reform plan for the U.S. health care system is no easy task. Multiple things must be taken into consideration. These include making insurance affordable, making sure the plan is economically feasible, and creating a plan that will still work in the future. What hindered the reshaping of health care into a sustainable system in the past, are the health sectors interests that prefer the status quo. By continuing to cling on to yesterday’s model, the health care industry is creating its own peril (Schaeffer, 2007).

Author Donald A Barr defines the Medicare program. “The federal Medicare program is our system of universal health insurance for everyone sixty-five years old or older paid through a general withholding tax” (Barr 131). Unfortunately, the United States Medicare system is financially unstable. “Medicare is spending more money than they are bringing in…Policymakers are looking at several different options that will alter the Medicare program significantly” (WPC 2). In turn, a high number of companies and organizations are investing their time and revenue into lobbying to make healthcare changes. Joe Eaton from the Center for Public Integrity shares “More than 1,750 corporations and organizations hired about 4,525 lobbyists — eight for each member of Congress — to influence health reform bills in 2009” (Eaton). The objective for special interest groups is to pull financial resources together to be a force of influence. Granted there is strength in numbers, for example, the American Association of Retired Persons (AARP) “deployed fifty-six in-house lobbyists and two from outside firms to work the issue on behalf of its members. Also, American Medical Association (AMA), “spent $20 million overall in 2009 lobbying Congress on behalf of doctors” (Eaton). The AMA was successful in removing a $300 fee for physicians that participate in Medicare and Medicaid. Healthcare policy is dynamic and ever changing, especially in our society today with the many changes in government control, insurance company influence, and actual delivery of healthcare services. In order to corral our healthcare system and ensure that there is quality control amongst all populations, health policies must be put in place. Health policy is defined as many things due to its dynamic nature but the assigned text expresses a definition that encompasses all aspects of what health policy is for us today, “Authoritative decisions made in the legislative, executive, or judicial branches of government that are intended to direct or influence that actions, behaviors, or decisions of others”(Longest, p. 5, (2010)). Among the many reasons why health policy is pertinent to our society an aspect of health policy that I feel is most important is in regards to public health practices. Health policy is the reason why populations that whom otherwise would not receive the absolute needed healthcare, actually get to receive healthcare. The financial aspect of healthcare is quite steep and more often than not healthcare services are not sought out by populations because they cannot afford to do so. Legislative stage is an effective tool in modifying health policy. Prior to presentation of proposed policy to legislations, a draft copy is to be submitted and costs, benefits and funding options must be addressed (World Health Organization, 2004). Legislation will then evaluate the draft of the policy and a decision will be taken. Advocates for the policy making must be notified when dealing with legislation and the need for the policy should be clarified as well as the need for its implementation. The Republicans and Democrats must approve the health legislation for it to be passed by Congress making the legislative stage a complex process (Morone, Litman & Robins, 2008). According to the World Health Organization (2004), the supplest way to make a law is legislation. It is decided by the parliament what the law is and legislation is used to either make a new legal rule or to modify the current legal rules. Funding for the policy is established or revised to improve its efficiency in the legislative stage. Once the policy is passed through legislation, the implementation stage is the last step of the process.

The Government is a very important body as a stake in the health-care sector. Less than a hundred years ago, in the late 1920’s and 30’s, almost 90% of Americans did not have health insurance (Fall of HMO’s 4). They used a variety of home remedies and when medical assistance was truly needed, they paid for it out of pocket, even incurring vast amounts of debt. This had been the case throughout history, and it changed due to an important factor, medical equipment. The industrial revolution finally caught up with the medical industry and the country saw a vast change in the scientific instruments used by physicians.
