In the Jail system security is crucial. A facility that is housing individuals who have broken the law and in some cases have shown aggression of dangerous tendencies need to be secured in a facility that is safe for the individual and all staff involved. Also, keeping the community safe from some of these individuals is just as important. The Brendan P. Maguire Correctional Facility in Redwood City, California is an impressive facility. We will take a closer look at this agency and all features of the security measures and plans they have. The Brendan P. The center of security in this facility is referred to as “Central Control”, the heart of all security. It is the communication center for the Jail and is staffed 24/7. It is the area where all doors, floors, and every system in the facility is monitored by staff all day every day. The security, however, starts at the entrance to the jail: The sally port. The vehicle sally port is the area where police cruisers enter with the individuals they have arrested. As well this is where transported prisoners are picked up. All doors to and from this point of entry and exit is monitored and controlled by central control. Next, is the holding area. The holding area is where officers complete any paperwork they need to and conduct any breathalyzers or BAC tests they need to. This is also monitored by central control and individuals remain in handcuffs during this process which can take 30 minutes. From there they move onto intake/booking. The intake/booking process is where the inmates’ information is taken and entered in to a computer. They are then given their inmate number which is how they will be identified and kept track off for security purposes. This area is also completely controlled and monitored by central control. Maximum and Supermax prison is designed for full attention to security and surveillance. In these institutions, the inmate’s lives are organized into a militaristic approach to control the inmate’s movements, by limiting/eliminating situations that could lead to a breakdown in discipline like escaping, harming themselves, others and/or prison staff. The facilities have concrete walls that stand 20 - 30 feet high and have been sunk deep into the ground to prevent prisoners from tunneling. The fences are electrically charged and lined with barbed wire. Unlike medium and minimum facilities which can have multiple occupants to a room, max and supermax facilities can only contain one occupant because these inmates pose a threat to other inmates.
On November 5, 2015 at approximately 1000 hours I took a jail tour of the Santa Cruz Correctional facility on Water Street, with Melinda Payne as my tour guide. There were a few things that stood out to me during the jail tour. First, I observed how clean and orderly the jail was. There were no bad odors and the walls, floors, and windows were well kept. Personally, I try to maintain a clean and organized workspace therefore the jail environment fit me well. Second, I noticed the overall size of facility. The Middle River Regional Jail is a highly structured organization. The jail consists of many units; we toured Intake, Segregation, Work Release, Education, Medical, and the Female Minimum Security unit. Each unit is heavily monitored highly trained officers located in a main control room in order to ensure the safety of both the officers and inmates. Each unit is locked by heavy doors that require authorization to pass through.
Last, but not least are perimeter security and relief officers. They make sure that the perimeter around the prison is secure. Relief officers are there to relief officers and to help with officers who are sick and have to call- in for that day. Each officer is assigned to post order which is “the detailed description of the activities that are required to be performed throughout the day, often including the time hey are to occur” (Seiter, 2011).
Kyle Rosch is an intake officer for Nottoway correctional facility but before ended up at Nottoway he was a middle school teacher, was on the Greenwood execution team, worked at Buckner federal medical center (which he hated). As an intake officer he determines which prison incoming inmates belong to and where they will remain until the end of their sentence. As of 2015, 2.7% of adults in the United States were under correctional control, the lowest rate since 1994, however that is still roughly 6.7 million adults (Kaeble & Glaze, 2016). While the correctional population has declined, correctional facilities in the United States are still grossly overcrowded, with many facilities at or surpassing capacity. A report in 2010 by the California Department of Corrections and Rehabilitation showed that on average, facilities were at 175% capacity (Brown, 2010). However, as of midnight on October 31st, 2017 the California Department of Corrections and Rehabilitation reported that their facilities, on average, were 132% occupied (Brown, 2017). Not only is prison overcrowding a burden on the facilities themselves, but also on the inmates. Prison overcrowding, that is, housing more inmates than the facility can humanely facilitate (Haney, 2006), places a strain on all resources throughout the correctional facility, including on the healthcare that’s offered, educational programs, and most dramatically on the physical space available to house inmates (Ekland-Olson, 1983).
Sandstone Federal Correctional Institution in Sandstone, Minnesota has housed many an inmate including the actor Tim Allen (Rodriguez) and it ranks 40 of 50 on arrestrecords.com’s 50 most comfortable prions in the world. A well-maintained lawns leads to well-kept cells, where nonviolent offenders are kept occupied with leather making and stained glass creation. Some inmates may consider this a little boring, but anything is better than being assaulted. However, instead of delving completely in to the situational circumstances of prisoner life, it is more important to understand the history of this Supermax prison and why it was constructed to begin with. In America, crime rates are going up and prisoners are being released from prison with a wrong sense of direction resulting in their finding themselves back behind bars within a short period of time after being released for an action that could have been prevented if the proper precautions had been taken. Prisons need to put forth the effort to resolve these issues and make America’s streets secure again. The criminal justice system in prisons is a rising concern in this country that is affecting many and it is time it was improved by reforming the inside of prisons, providing prisoners with more when released, and keeping them under surveillance after release to help ensure they will not return to prison, thus keeping crime at a lower rate.
This prison is 18,000 acres and has 6 complexes or as they refer to them in the film camps for different levels of security within the prison. There are 1800 employees working in the facility ranging from; janitors, nurses, doctors, block officers, deputies, work supervisors, yard officers, etc. Everyone has their own responsibilities, but they have the same goals to keep themselves and the inmates safe. The facility is first generation it has a linear design that makes supervision hard, since the officers aren't directly inside the blocks. Something that makes this prison interesting is that they actually built a town not very far from it to house employees.
The main purpose is to keep the staff, inmates, and the public safe. The staff and inmates have the right to be protected under the governments protection. Having order, discipline and fairness in jails can management inmate’s behavior, this can stop them from spiraling out of control. Most jails have a reward and punishment system. For example, an inmate that is misbehaving will be “punished” and will be isolated from his or her normal environment.
