What used to be Paradise? Hawaii was a beautiful place to come and relax. We are known for our amazing scenery. There are many problems on Oahu and one is having the homeless people living on the island. Further more there are many people on Oahu. The homeless are taking up more space on the island then we have to offer. The Return-to-Home program should be taken more seriously and reconsidered because the rising issue of homelessness. There are many question ask about the homeless in Hawaii. But what can we do to fix the problem. Beside this program the state has different programs and plans for different types of homeless people. One solution is having houses for homeless people suffering from drug abuse, mental illness, no employment, no housing “Homeless people face many different issues…”(House of Rep. One example is people send the homeless down to Hawaii because of our weather and it is pretty warm all year around. Some of the homeless come down by choice and some of them are forced down here because people in the mainland do not wan to deal with them, so the dump them off on to us to deal with the problem. In some cases they come down and stay here because the weather and they do not have any type of income to pay for another ticket to go back. Because they do not have any type of income coming to them they cannot afford to rent housing here, so then end up living on the streets “ [The Institute for Human Service] receive probably, about on average, 100, 150 phone calls or emails inquiries every year from people who are actually looking to be homeless here in Hawaii,” said Kimo Carvalho” (Yoro Para 1). On top of having homeless already here from before, makes it hard to keep track of how many homeless we have on this island of Oahu. Homeless is taking place throughout the world. That is an issue because some people still end back on the street or never had the opportunity to get off the street. Some inviduals may still be on the street and never go the opportunity to get off the street. Each inviduals have their own story of how they became homeless. Some inviduals may have ended up homeless due to unemployment, house caught on fire, was staying with a family member who later passed away, never had money save in case of a emergency and the list goes on. The issue that relate to housing for the homeless is that it is not enough space for everyone. The programs that is available tend to be overcrowded due to so many people being homeless with nowhere to go. Another issue with housing for the homeless is the environment in some programs. The environment can be harmful and unhealthy to an inviduals and especially a homeless child. When a child is homeless, that has a effect on them growing up as far as their mentality and their skills and ability of learning.
Often it is housing, that absorbs high proportion of income that can cause Americans to become homeless. Twelve million homeowners and renters pay more that fifty percent of their annual earnings for housing. This percentage is astonishing high for the county who has the best weapon system in the world. Although, several programs were developed such as the US Department of Housing and Urban Development (HUD) to stabilized homelessness, America should not have a large amount of homeless people, we should take care of our own people. Each country in the world is faced with various social issues that attract the interests of society and the government. Homelessness is an enormous issue that America has been dealing with for years. There are millions of people, including children, families, veterans, and the elderly who go day to day without food, water or any form of shelter. Mentally ill people also have a rough time out on the streets due to their state of confusion, which makes it dangerous for them, as well as others to be on the streets. Many of these people have had no choice but to become homeless. Economic problems such as being laid off work, or the rise in the cost of housing have lead people to live on the streets.
Homelessness in the United States can be ended, not just maintained. Allot of cities now have plans to eradicate homelessness. Homelessness and housing instability are large issues that afflict a diverse demographic such as: Families, youth, veterans, and chronically homeless single male adults. Ending homelessness may require specialized solutions that are specific to individual needs. Factors like these make defeating homelessness a difficult task. Although solutions exist for some of the demographics, such as housing for chronically homeless adults, scaling up best practices remains a challenge. For other subpopulations, such as transitional aged youth, evidence-based interventions need to be developed. In this paper we argue that ending homelessness is a Grand Challenge that is big, important, and compelling—one that the profession of social work should be adopt. Meeting this challenge will require a focused, organized response from social work researchers, clinicians, and policymakers. Homelessness has been a problem in Hawaii, and especially Oahu, for more than two decades. The homeless have overrun the islands but it is no surprise as the circum- stances allow for it. Multiple factors contribute to the ongoing dilemma including the high cost of living, Hawaii being an island state, and the expensive housing. The prob- lems that cause homelessness are not going to go away by themselves. Although the problem is not increasing, the numbers show that it isn’t decreasing and shouldn’t be unless the state and community acts.
And for those who are from the islands should be given the chance of some type of job whether it's something small for just a couple hours, because even if they get paid just a little bit of money they’ll at least have some money to buy something to eat. If that particular person is know to be given money but rather spend it on things other than food related then those are giving them money can buy the food instead and give it directly to them so they have no type of temptation. The state of Hawaii has approximately 8,000 homeless people as of 2016. Have you ever imagined yourself being in that position? Homelessness is a serious problem in Hawaii since we have the highest rate in the nation per capita of homeless. In order for our economy to be fixed, specifically Downtown Honolulu, land, time, space, and especially money are things state officials should consider because rather money being put to Ala Moana, Honolulu Rail Transit, and the new International Market Place, it should be used towards homeless.

The McKinney-Vento Act originally provided a range of services to homeless people, including emergency shelter, transitional housing, job training, primary health care, education, and some permanent housing. Since the passage of the original McKinney Act in 1987, the now McKinney-Vento Act programs have been expanded and funding throughout the years has significantly increased. However, due to the increased persistence of homelessness across the country, the McKinney-Vento programs have suffered recent setbacks. Support for the McKinney-Vento programs has significantly declined. Several McKinney-Vento programs saw their funding eliminated entirely. These programs included the Adult Education for the Homeless program, the Homeless Veterans Reintegration Project, the Emergency Community Services Homeless Grant Program, and the Family Support Centers (National Coalition for the Homeless, 2006). Homelessness is an aspect of society, which most people chose not to acknowledge. With the increasing amount of issues the United States faces, homelessness tends to be forgotten when the time comes for the government to establish what issues they should assist. Due to the substantial amount of issues the government concerns itself with, homelessness does not receive the necessary attention required and is improperly handled. In today’s society poverty-stricken individuals or families is too much of a common occurrence to be treated as lightly as it is. Additional government intervention is necessary in order to supply the needed resources, which can prevent the further spread of homelessness. The United States government is obligated to protect its citizens and should care about the constant growth of homelessness. Through economic policies and community advertisements, the government can control the issue of individuals who are facing poverty.

Another way the US could cut down on homeless people is to require developers to provide both permanent supportive housing and low-income housing in their buildings. This is a solution because homes can be made available to a larger part of the population. Over the years Los Angeles has had the highest number of homeless people; this situation has been highly overlooked by media and political attention. Cities in many parts of the world may be known as centers for poverty whether if it 's a developed or developing country. No city, state, or country is prone to homelessness. Los Angeles in particular is an entry point for many immigrants who come to look for jobs. Homelessness in Seattle has proven to be a tremendous issue. Fighting for years, Seattle has not been able to make any significant improvements when it comes to homelessness. Although eliminating homelessness may seem to have a simple solution, more housing, the causes of homelessness determine how difficult eliminating it will be. Seattle’s homelessness stems from many complex issues that can be traced back many years. One of the most significant causes of homelessness in Seattle is cuts in funding towards low-income housing combined with raised rent prices in both previously affordable housing and housing geared towards the affluent.
