However, it will close many doors of goods to other people. Nepotism is the act of using someone who is in a higher position to reach and achieve a specific goal. This action has become an important aspect in the Arab world. Specifically, in Kuwait people rely heavily on this negative act. It eliminates the ability of a given system to function or to survive. Moreover, when nepotism is used to employee someone, there would be a high percentage that this individual has a lack of expertise, which basically means that he is not suitable for this job. Otherwise, he could be placed in other places where this person could function properly and benefit the place he work’s in. In addition, it is a common knowledge that when things are placed improperly there would be a dysfunction. This dysfunction will adversely affect the chain of production. This exactly what happen when someone is placed in the wrong position. In looking at how political patronage and merit system and how they differ the answer is simple. However, there is much controversy in both. According to The Craft of Public Administration, written by George Berkley and John Rouse states that, “The selection of civil servants by merit and by political patronage are not mutually exclusives”. What this is basically saying is that while the two may have the same relation to each other political patronage and the merit system limits control and can exclude others from participation. In this paper I will discuss the history of political patronage and merit system, attempt to explain how they differ, and why both are of relative importance to the other.

One citizen in particular that thrives due to the corrupt system is Asha Waghekar. Asha comes from a childhood of rural poverty, and when she sees the opportunity to become part of the middle class, she takes it. However, this route is not the most noble of routes. She turns to political corruption in order to come out on top, and hopefully someday become Slumlord. Asha starts down her path of corruption, when she decides to start helping her neighbors solve their problems. She sees the good in this, because it allows her to skip all of the usual steps to make money. She is also able to reason it to herself, she states “[h]ow can anyone say I am doing wrong when the big people did all the papers—when the big people say that it’s right?” (228). Some people are able to reason corruption, in order to allow them to feel okay with it and Asha is one of those people. Fortunately for Asha, she is able to become one of the most powerful people in Annawadi. It weakens democratic institutions, holds economic development, widening the rich-poor gap and certainly leads to governmental instability. The World Bank definition of corruption states that “…the abuse of public office for private gain”.
This does not set a good example for the employees and can be harmful to the future of the company. Ensuring that bribery stops can solve many of the problems discussed above. Some feasible solutions are being recommended to help the company in both short term and long term. First of all, all employees including managers should be given training and education about bribery, corruption and what’s deemed illegal according to the law. Explicit measures should be suggested on how they can avoid supporting corruption and also where they can report to in case a situation where dishonesty is involved arises.
