Difficult Process Public policy can be generally defined as a system of laws, regulatory measures, courses of action, and funding priorities concerning a given topic promulgated by a governmental entity or its representatives (Kilpatrick). There are six steps in which how public policy is formed in the American system of government. Realizing the problem, agenda setting, formulating the policy, adopting the policy, implementing the policy, and evaluating the policy are the steps public policy moves through to become official. The foremost step is knowing the problem, this is when people realize that the topic at hand can be and should be identified as a problem that government can help them with. This forces the policymakers to apply the rational-comprehensive model. The rational-comprehensive model is a theoretical model of how public policy decisions are (or perhaps ought to be) taken. All possible alternatives or approaches to solving the problem under study are identified and the monetary values and benefits of each option are assessed and compared with each other. The option that promises to yield the greatest net benefit is selected (Johnson). The following step is agenda setting, which entails the government wants to assist and resolve the matter at hand. The first step in creating this a new policy is the idea on how to address the current problem. During this first step, brainstorming is often encouraged during the formulation process so that there is more than one potential solution to the problem (Lohrey, 2014). Another consideration for policy formulation is determining if the policy will need to involve local, state, and/or federal government involvement to be put on their agenda. There are many ways to approach any given problem, and during policy formation, relevant individuals (such as stakeholders and researchers) and groups will determine the different ideas to approach the proposed policy.
It combines many factors or steps in policy process, which usually needs much time to develop public policy. Probably, the most influenced idea about the process is coming from theoretical point of view of policy process. This method is known as rational models. The rational models compromise with the ideal process of policy.
My difficult questions surround the doing and the reading of the policy process. There are three areas that I would like further explore: the role of citizen participation in the policy process, importance of critical and postmodern perspectives in understanding public policy, and the role of government.

Therefore, the accomplishment of the change in a public agency requires an increased understanding of the politics and policies of government.
