Leadership and management in educational settings are defined in many different ways. The Welsh Government (2012, p12) ‘Excellent leadership in schools should be a priority such as setting high expectations for all learners, creating the right culture for improvement; communicating the vision and success along the way and maintaining the focus on improving the quality of learning and teaching.’ Globalisation has an enormous impact on educational settings in the 21st Century. Unless this link between purpose and management is clear and close, there is a danger of ‘managerialism’, ‘a stress on procedures at the expense of educational purpose and values’. The effects of positive leadership and management on pupil engagement are significantly positive and can have a huge effect on children’s outcomes. Yukl (1989) describes how building vision and setting directions can help face the challenges that leaders and managers are faced with on a day-to day basis. The Programme for International Student Assessment (PISA) measures progress in Wales in comparison to other countries. PISA is a worldwide study for evaluating education systems and used by governments to inform policy and help drive schools forward with their achievements. The Welsh Government (2012,p3) describe that the results were lower than in 2006 for Wales, lower than the three other UK countries, and Wales dropped down the ranking of countries. Wales showed relatively low between school and high within-school variation. Less than 10 per cent of the variation between and within schools was explained by socio economic factors: school-related factors had the greater influence on results. The focus and drive in schools in Wales on learning and teaching is reinforced through effective leadership.
