The best case scenario is that Congress does indeed enact the FAA Reauthorization Act of 2017 or the 21st Century AIRR Act or both before the September 30th deadline. This will provide stability and adequate funding for the FAA to fulfill its duties in expanding UAS integration. However, as we all know the FAA does not have a track record for meeting deadlines. Therefore, it is likely that some if not all deadlines within whatever reauthorization bill is passed will not be met on time. Congress, the Administration and industry will continue to need to play an active role in advancing rulemaking. However, with the debt ceiling also needing to be raised by September 30th and the push to advance tax and infrastructure legislation, it will be difficult for Congress enact a FAA reauthorization bill, especially with only 17 legislative days available. Senate Commerce, Science and Transportation Committee Chairman Thune shared with reporters in early August that it is likely the Congress will pass a shorter-term extension of the 2016 FAA funding legislation. This would most likely be a clean extension, though there will certainly be efforts to include provisions from this year’s reauthorization bills. While this option is certainly better than allowing the FAA to be shutdown, a shorter-term extension will continue to stir uncertainty and unnecessary regulatory delays for the UAS industry. The saying if it’s not broke why fix it, it is the prime example of what the Congress is not doing. If the congress would see that the military already has capable planes, they could see that dropping that much money into the F-35 is not the best idea. The A-10 is getting all the pressure from the development of the F-35 just because the Pentagon wants more of a multi-role aircraft that the F-35 in theory could do. The Air Force came out and said “retiring its fleet of almost 300 Warthogs by 2019 to save an estimated $4.2 billion a year and free up maintainers for the F-35.” To free up maintainer for the F-35 if that doesn’t say problem child than I don’t know what is.
Luckily, with spending cut didn’t include furlough days. Furlough days are mandatory days off during the day that are unpaid. This means less pay for the year and fewer days for employees to do their job. Furlough days would make a hug impact on departs within the legislative branch, such as the Library of Congress and The Government Printing Office. If those departments have furlough days than this means the whole Library of Congress would be closed. This also means less work getting done so things would fall behind and work would pile up.
