Terrorists have one goal: create national fear and chaos while harming not only citizens, but the environment. First responders are responsible for more than the citizens or victims, they are assigned to assist with prevention, protection, mitigation, response, and recovery (Department of Homeland Security, 2016). The five core capabilities ensure that the responders are prepared for terrorist events. Understanding the threat is the first task is countering and responding to terrorist events. Having an understanding of the situation, or possible situation at hand, responders may have a higher possibility of countering the attack before it does any harm. Risks to first responders, the response actions, and potential outcomes of terrorist incidents are all important topics when the threat of a terrorist attack or events has struck the United States. Terrorism is the unlawful use of weapons and intimidation to inflict violence among citizens. Recent examples of terrorist attacks in the United States include the attacks on 11 September 2001, al Qaeda members hijacked four U.S. airlines. Another example is the Boston Marathon bombing on 15 April 2015, killing three and wounding almost three-hundred. Unfortunately, the United States were unable to counter these attacks or prevent them from happening because of the resources terrorists were able to use.
