IRTC spoke with Detective Ortiz who confirmed that the subject child was interviewed at the Bronx CAC prior to this case being reported to NYCACS. Detective Ortiz conveyed that the subject child made a partial disclosure and it is possible that a follow up interview might be necessary. Detective Ortiz stated that there might be another unrelated victim that he is in the process of trying to identify. Detective Ortiz said due to the perpetrator’s age, it is possible that some form of prosecution could take place, but it will occur in family court, not criminal court. Detective Ortiz indicated that cooperation counsel was present of the interview, but there are no pending charges against the perpetrator at this time. No additional coordination
On 02/11/2017 I was Dispatched to Smith Springs Elementary School for an investigation. A student Cire Kistner, was reported as being visibly distraught upon her arrival at school. She was taken to Lance Forman's office the schools principal and was questioned. The student reportedly told Forman that she and her sisters walked into the bathroom and witnessed their father, Eric Kistner, with a needle in his mouth and blood on his forehead. He was passed out on the floor. There was a spoon with "black watery play dough" on the counter. Principal Forman contacted DCS and informed them of the situation as well as MNPD. Metro P.D held the students at school, while also performing a welfare check on their father at the Kistner residence and calling
IRTC spoke with assigned CPS, Myra Townes, voiced that a joint response occurred at the case address with NYCACS and NYPD. CPS stated that Detective Gomes was present with two additional police officers. CPS indicated that the subject child was observe with the injury; the alleged subject explanation for the injury was that the child ran towards her direction while she was cooking food in the kitchen and the grease from the pot burned her face. CPS stated that the alleged subject mentioned that she placed the child in another room to watch television while drinking juice and did not expect the child to enter the kitchen. CPS said due to the severity of the observed injury, Detective Gomes contact his captain for directives regarding this matter.
Upon arrival Mansfield PD Officer's were on the scene and had suspect in custody. I spoke Mckay Briggs, Andrey B/M, DOB 09/07/1984, who said that after his step daughter Lovender, Ashlin DOB 06/01/2012 dance recital his mother in law Kent, Ruby DOB 05/27/1960 tried going to the stage to see Ashlin and he told her that she couldn't. Mckay Briggs said that the dance company said that only one care giver per child was allowed on stage. Mckay Briggs said that he got in front of his mother in law trying to prevent her from going on stage. Mckay Briggs said that Kent went around him and continued going on stage and again he stepped in front of her to try and prevent her from going on stage. Mckay Briggs said that the third time he got him front of Kent she pulled a taser out of her purse and begin trying to tase him. Mckay Briggs said that Kent touched him twice with the taser, but was not shocked by the taser. I spoke with Kent who said that she pulled out her taser because she felt threatened. Kent said that she never had to use the taser therefore she didn,t know how to work it. Kent said that she tried tasing Mckay Briggs, but she never made contact with him. On 9-17-17, the unknown male child's grandmother Faye; asked me to look at the child back. The child's left shoulder blade had a scar. The scar appeared to like someone used their two middle fingers and dug into his skin. The child was bleeding and scared. The child's grandfather (unknown) did this allegation. Faye called the child to come to her. The child was afraid to come to the grandmother. Faye stated told the child "I am not going to do anything to you." The child finally came to Faye. The child did not seek medical attention. The child's mother *(Santana) was not at home. It is unknown if Santana knows about this incident. The reporting party (RP) received call from Diego Baca with Kings County CPS, 1400 W. Lacey Blvd., Hanford, CA 93230 (559) 852-2345 who reported that on 12/21/16 at approximately 3PM while conducting a placement visit for youth Andrew Yanez DOB: 12/18/01 the youth and the social worker took a walk. During the walk Andrew disclosed that he and a staff member named Shawn Wilcox were involved in an altercation. According to Andrew at approximately 2:45PM he was in the office of the ground home with 2 other staff members named James Boston and Nicole Juarez. Andrew was requesting the staff members to take him to the store to use is Christmas gift cards, when staff member Shawn arrived and asked Andrew to exit the office. Andrew said no because
On 6/9/17 at 1252 Hrs. Officer Villalpando was dispatched to a juvenile problem 1608 10th St. Caller, Nicholas Allen advised that his son, Kaden Boyd (14) who was currently on house arrest, “cut” off his ankle monitor and was last seen getting into a black passenger car. Officer Villalpando arrived and met with Mr. Allen who told him that Kaden had been missing once before while in the Austin area, and that Kaden was involved with the criminal element believing his son is traveling to Austin with an older male, Michael Tabler who had recently been arrested.

City officials have made it evident that they’re going to shelve police reports pertaining to minors as a result of the case. But in doing so, the City is showing us that it’s not fully invested in protecting the interests of the public, especially our children.
While neutralization and differential association theory both explain the homicides committed by Ortiz, the elements of differential association provide a more in-depth explanation. Ortiz learned from a very young age what attitudes and values were viewed as acceptable by his gang affiliated parents and peers. Ortiz was jumped into the 500 Block gang when he was only eleven years old. He was the youngest member of the gang ever allowed in. Considering his role models included his father, mother, aunt and older brother, which were successful gang members, he did not observe or experience an adequate exposure to conventional norms. Becoming a gang member was part of the family business. Many generations before Ortiz served in the gang and it had became a family tradition that Ortiz was expected to carry on. His friends were also in the gang because they lived in the same housing project as he did. The housing project that the gang formed due to where Ortiz was raised. The gang thrived from the poverty and disparity that was present in the housing development.
Upon my arrival, I was met by a Hispanic female adult verbally identified as Martha Paredes. Paredes stated that about 1530 hours her son Stephan Paul (06/06/2001) was "jumped" by six students from school (Mojave High School) as he was walking home. Paredes stated that Paul identified one of the students as Christian Medrano(04/18/2002). Paredes then stated she found Medrano's facebook page and was able to locate his address(57 Rosa Rosales Ct). Paredes went on to say that she spoke with Medrano's mother (Alma Fuentes) who stated that Medrano has a history of miss behaving and that if Paredes needed to press charges on Medrano to do so. Paredes then stated that she was going to go to the school on Wednesday in an effort to try and identify the other juveniles involved. Paredes completed a voluntary statement and emailed me a screenshot of Medrano's Facebook page.
On February 22, 2016, I was assigned this case for follow up. I was assigned a second case on February 24, 2016. The person involved in both investigations is Ms. Kassidy Pullara a fourteen year old T.C. Williams High School student. I contacted Doris L. Stanley (Guardian) and was granted access at school to interview Kassidy Pullara in school.
This officer spoke with juvenile #1 and his mother Christine about the incident. Juvenile #1 stated earlier in the day he was at Central Park and ran into his ex-girlfriend juvenile #3. Juvenile #1 stated he had words with juvenile #3 and she slapped him at least twice a crossed the side of his face. Juvenile #1 admitted after
2:10pm- IRTC called and spoke with Detective Dulanto and provided her with an update regarding this investigation. Detective Dulanto stated that Dr. Kayhill is working out of the facility close to Montefiore Hospital and it would be best for the child to go there for an x-ray. Dr. Kayhill will only be available for a few hours before she leave the facility.
On 11/13/15, the child was transported from Singing River by ambulance to Children’s and Women’s Hospital for medical reasons. The reporter stated since his admission, the child has displayed disrespectful and defiant behaviors. According to the reporter, Hunter has cursed staff, acted out, and been non-cooperative. The reporter stated on 11/16/15, Hunter’s girlfriend came to the hospital to visit him. During the visit a nurse witnessed the two minors outside smoking marijuana. The reporter stated when the children returned to Hunter’s room, they were asked not to go outside.
