On March 4, 2015, the subpoena sent to the address at 3412½ 7th Street, Tuscaloosa, Alabama 35401 was returned stating, moved; unable to forward. The subpoena sent to the address at 3758 8th Street, Tuscaloosa, Alabama 35401 has not returned. The agency has no notice of where that subpoena went. On May 5, 2015, the CP showed for the court hearing and was tested. A court hearing was scheduled for June 2, 2015. A court notice was mailed to the address at 3412½ 7th Street. The CP did not appear for the June 2, 2015 hearing. Therefore, a sanction was sent. According to Child Support Policy and Procedure Manual 5.10.1 which states, each person receiving child support services, regardless of whether (s)he is TANF or non-TANF, is required to cooperate with DHR. That includes activities such as, which is listed in Policy 5.10.1.B.2, appearing as a witness at judicial or other hearings or proceedings. In Policy 5.10.3.A, states when the CP in a TANF, foster care, or Medicaid-only case does not cooperate with IV-D activities, DHR must notify the appropriate referring agency, which in this case would be the Family Assistance of its client’s non-cooperation, which Child Support did notify TANF of this on June 4, 2015 for a sanction to be done. She had more than 3 or more absences within a 3-to-4 week period. Sometimes, she cannot provide a valid excuse for absenteeism or lateness, per Instructor. She was late on 03/10/2017. Also, she was late on March 03, 2017; however, she provided an excuse from her dentist. Additionally, Ms. Clemons was absent the entire week of April 10, 2017 thru April 14, 2017. Ms. Clemons was mailed a letter on April 11, 2017 regarding her continued interest in the CRP. Ms. Clemons contacted Evaluator and stated that she will return 04/17/2017. Evaluator met with Ms. Clemons on 04/19/2017 for individual counseling to discuss her excessive absenteeism and the rules and regulations of AbilityWorks’ attendance policy. They also discussed an attendance contract within the next review period if her attendance did not improve.
Seltzer’s testimony revealed that prior to being on welfare earlier years; she had no knowledge that her benefits had ever been reduced. Ms. Seltzer stated in the past her benefits always just been cutoff, but this time when she missed her appointment, she was trying to put her children on the bus. This counselor received a call from Austin's job developer Kathy with New Horizon's. She stated that Austin was hired by Marshall's on Friday and was supposed to start orientation on Saturday. Kathy stated that over the weekend she received a voicemail from Austin stating he didn't take the Marshall's job because it’s too far and his parents can’t get him there and back. She then stated that she spoke with him this morning and he stated that he didn’t go to orientation nor did he call the employer to tell them he wasn’t going and the reason why. Kathy stated she explained to him how this doesn't look good and suggested that he call and apologize. Austin stated he would. He then proceeded to tell Kathy that Kroger called him and will call him
GAO called constituent, she complained about her SNAP benefit was not processed since August, when she re-applied. Per TRACS # 284 of 08/22/16, her application has been pended for proof of income. She is working in two different places. She works for Metropolitan Family Services and for School Reynolds.
