35). As noted, …the Brownlow Committee or Brownlow Commission was a committee that in 1937 recommended sweeping changes to the executive branch of the United States government. The recommendations made by the committee resulted in the creation of the Executive Office of the President. It had three members; they were Louis Brownlow, Charles Merriam, and Luther Gulick…The most important results of the actions taken by Roosevelt were the creation of the Executive Office of the President and the creation of a group of six executive level administrative assistants (Fesler, 1987). The perspective which influenced this committee was that of the modernism school of thought since theories were the dominate theories during the early 20th century (Hatch & Cunliffe, 2006). The use of classical theories to establish the organizational structure of Facilities Management has served its intended purpose, as it is the foundation for management practices to have legitimate grounds for existence and action. The organization functions as prescribed by Office of Personnel Management (OPM, 2010), Department of Labor (DOL, 2010), and local labor unions in regards to the treatment of employees, and employment rights, all representing the classical framework of the modernism perspective.
