Although rebuilding the levees,drainage system and infrastructure were essential for the protection of the people, the rebuilding of communities is just as important. Throughout history New Orleans has been continuously altered by the presence of humans through the creation of levees and canals, the introduction of artificial irrigation systems, and through human induced processes that have ultimately accelerated the process of land degradation and erosion. While a natural hazard struck New Orleans in 2005, the disaster portion resulting from Hurricane Katrina was a result of human induced interactions throughout the history of New Orleans.
One pitfall for the federal government to rebuild the city is that spending that huge amount of money might not make sense if the residents do not want to stay. This would imply that the new city would become obsolete despite the billions spent to rebuild. Following the staggering desolation of Gulf Coast hurricanes and levee failures, 2005, Louisiana started undertaking its infrastructure issues, which includes some very poorly maintained roads and bridges in the state. Louisiana has a backlog of more than $12 billion in needed road repairs, highway upgrades and bridge work.1 The congestion is just getting so bad in some areas that people are revolting about and it threatens the economic development of the state. Also, several communities have mega-project needs and desires that push the political candidates and leaders to plan their developmental plans accordingly.1
Hurricane Katrina was one of the most and extraordinary disasters which rocked the part of New Orleans in the United States of America. The disaster left dozens of people dead, rendering thousands of them homeless. The public were shocked after the extreme hurricane because millions of dollars were recorded all as losses given that there was not enough money that for repairing all the damages. Hurricane Katrina had a great negative impact on the public health causing psychological trauma that resulted in a sizeable burden of different diseases. The data collected showed that several people were attacked with a cute stress disorder (ASD) among sheltered evacuees (Zimmermann, 2012). Before we discuss disaster management, it is important to briefly sum up the events of the events that began on August 25, 2005 to fully understand the brevity of the situation.
