According to police reports, officers were dispatched to a hit and run call in the 700 block of Vassar. A vehicle has struck two parked vehicle and had left the scene. Officer Seachris arrived and made contact with Officer Wheeler who was with the victims of the accident. Officer Wheeler advised that the vehicle was in the 600 block of Vassar. Officer Seachris proceeded to locate the vehicle, a maroon Chevy pickup with Kansas tag of 005HEY parked in front of 646 S Vassar. The vehicle was registered to a Hispanic female at 628 S Vassar. Officer Seachris made contact with the owner of 646 S Vassar, Christopher M. Mr. Matthews said the male then got out of the truck and then began to walk down his driveway and fell and face first on the driveway. The male then got up and stumbled all the way down the street and disappeared in the darkness. While Officer Seachris was speaking with Mr. Matthews, neighbors advised there was moaning coming from down the street. Officer Seachris went to 628 S Vassar and located a light-skinned, bald, Hispanic male with no shirt lying face down on the cement porch. This subject was later identified as Javier Ramirez-Zarate. Officer Seachris could immediately smell a very strong odor of an alcoholic beverage on Mr. Ramirez-Zarate. Officer Seachris attempted to get information about the accident but Mr. Ramirez-Zarate kept repeating that he was at his house. Officer Seachris had Mr. Ramirez-Zarate walk down the street and observe that Mr. Ramirez-Zarate was having difficulty maintaining his balance. Officer Seachris instructed Mr. Ramirez-Zarate that he was going to administer sobriety tests and attempted to do so. Mr. Ramirez-Zarate could not perform the test and Officer Seachris took him into custody.
