“I located a stolen vehicle on 06/12/2016, at approximately 0930 hours at Copperstone Circle and Copperstone Court in Chesapeake, Virginia. The vehicle is a 2015 Dodge Charger with Virginia license plates of VEZ-1766. I took the initial report for the vehicle on 06/11/2016. It was assigned case #16-78080. On Thursday, July 14, 2016, at approximately 0847 hours, Patrolman David Stamets had a vehicle stopped on the 100 block of East Oak Street. Immediately after Stamets stopped the vehicle Your Affiant positioned his vehicle on the 100 block of South White Street near the Oak Street intersection facing southbound. When exiting my vehicle your Affiant observed a gold Pontiac sedan accelerating northbound on South White Street at an unsafe speed towards Stamets and your Affiant's location.

I, Deputy Daniel Pruitt spoke to a Steve Craine who stated on 06/06/2017 he saw a small silver SUV on his property. Steve stated the SUV was pulling a red 1970's model truck bed as a trailer. On 05/30/2015, at approximately 1816 hours, your affiant observed a silver Chevrolet Classic occupied by two males. The vehicle circled the block in a counterclockwise manner, repeating a portion of their route. During this time I located the owner of the vehicle utilizing a search through the Pennsylvania Department of Transportation. The registration indicated the plate belonged to another vehicle and registered to Brittney Fisher, who was not an occupant in the vehicle. I activated my emergency lights initiating a vehicle stop in the 100 block of West Washington Street and while stopping the vehicle I observed the passenger making furtive movements towards the center console.

I made contact with the driver (Stanciel, Conswella N. DOB 06/19/86), who related that she did not possess a driver's license. Conswella was checked through LEADS via dispatch, which revealed a no valid driver's license and she was clear with no wants or warrants. She was unable to provide insurance for the vehicle. There was a passenger in the vehicle, who was identified as (Edwards, Shekida D. DOB 07/24/86), she was checked through LEADS, which revealed that she was valid with no wants or warrants. On October 4th 2016 Deputy Akins was dispatched to 8821 Centennial Road for an accident involving a red truck that left the roadway and struck a parked vehicle. Upon arrival Deputy Akins saw a 2013 Red Dodge 1500 in the ditch with the truck’s front end smashed into the rear end of a 1001 Honda Civic. In the driver seat of the dodge truck was a male Caucasian. Deputy Akins recognized the male as Evan Case. Deputy Akins asked Mr. Case if he was injured. Mr. Case replied with I can just pay the deductible and leave right. Deputy Akins asked Mr. Case again if he was ok or if he needed medical. Mr. Case replied no.

On March 17, 2016, at 1:41 P.M., officer T. Cramblett CPD#1191 was dispatched to he area of Sharon Woods Blvd. and Brookhurst Ave on a narcotics complaint. Radio was advised by a known caller that a white Chevrolet Malibu, occupied by two white females, was parked on the street and were involved in the sales of narcotics. P/O Ziegler #5196 who arrived with me was able to conduct a motor vehicle stop on the above vehicle as I turned around in the parking lot of Wawa. On Thursday, August 31, 2017 at approximately 2232 hours, I was dispatched to a residence across the street from 2220 University St in reference of a suspicious person inside of a black truck. Upon arrival I spoke to the complainant Ms. Delisa Smothers. Ms. Smothers stated that at approximately 2230 hours, an unknown black male went inside her neighbor's truck located across the street at 2221 University street.

The mother exited the house and was asked if she drove the vehicle. She related the car is hers but no one has driven the car for a few days. I advised the marks are identical to the other vehicle that was parked and struck. The female Jacqueline SOLIMINI stated the car wasn't moved and the damage has been on her vehicle for some time. I informed her that I have her mirror for her car in my possession. That the mirror was knocked off her car and remained on the scene. SOLIMINI denied the vehicle being driven and stated if it's just going to be some tickets to send them to me.

“Officer Groome attempted to stop a 2003 Honda Civic on Oliver Avenue in the city of Chesapeake for stolen license plates. Officer Groome activated his lights and siren for the driver to pull over. The driver of the vehicle did not stop, ran multiple stop signs and red lights, and was driving in excess of 80 mph. The driver continued driving through South Norfolk area into the city of Norfolk. The vehicle came to a stop on Reservoir Avenue in the city of Norfolk. The driver was identified as the accused and the passenger got out of the vehicle and ran. The Norfolk police responded to the area with their K9 unit, and the accused was hiding underneath the crawl space of a house. The accused was found in possession of a dime bag of marijuana and the vehicle, property belonging to Paul Brady, which had been reported stolen on 09/26/2015, in the city of Chesapeake. The accused is not a licensed driver. The accused stated that he received this vehicle from a “friend.”

ON 09-03-2016 at 0930 hours, I was notified by Sgt Kelley of an aggravated battery which occurred at 2111 Roanoke Springs Drive. I was advised to respond to St. Joseph’s Hospital (South) at 6901 Simmons Loop in Riverview. Upon my arrival, I met with Sgt. Kelley, Deputy Karpenske # 249578 and Crime Scene Tech Dewitt. There was a black 2013 Nissan Maxima bearing Florida tag, DGV F36, parked in the emergency room parking bay. I learned the suspect, Joanna Lebrea Lewis had driven the car to the hospital for treatment of the injuries sustained during the offense.
