A report was received on 06/05/2017 alleging that the mother (Hermionne) left Ashante (C-V 17) with a non-relative since 02/2017 without any legal rights. According to the report, the mother refuses to take her child back home and will not engage with Ms. Aarons (caretaker) to provide legal documentation for the child to be enroll in school and taken to a Primary Care Physician. Ashante has not been is school for the past 4 months and are unable to enroll in school without paperwork. According to the report, Ashante self mutilates her arms, and the mother refuses to get counseling. The report indicates Ashante was to follow-up with a Cardiologist for a chest pain and the mother refuses to take her to the doctor.
Reporter see the children everyday. Reporter cooks enough for the children to eat. They were eating bologna sandwiches and cold cuts. The children are being clothed. They have clothes at other people homesdown the street. A woman put them out because the mother and grandmother curse and beat on the children. The children curse back at the mother and grandmother. The mother tells the grandmother don't hit my damn children. Mom tells the grandmother she will buss her in her face. This happens everyday. The grandmother is sickly. Per reporter, if it wasn't for the grandmother, welfare would have been got the children. Reporter stated Larry is not in school anymore because he was kicked out for fighting. Larry cursed the bus driver out and he can't ride the bus anymore. Per reporter, the family has no where to stay. They are living in an abandoned house. The reporter was contacted at 2:08pm at 09/01/2015 for additional information. The reporter said they were suspecting abuse, but didn’t specify. The reporter was asked was she suspecting molestation, and she replied that she didn’t want to say something that wasn’t true. The reporter never gave a clear answer to what she was alleging. The reporter said Jessica (teacher) has been very concerned about Harmony. Harmony transferred to Mooreville Elementary on 08/24/2015, and she has been arriving to school late (10:30am). It is unknown how many times the child has been tardy/late. The teacher (Jessica) spoke with Wendy about the victim being late for school, and she said “the child will be on time and they were in the process of moving”. The reporting party (RP) stated a home visit was made on 4/8/16 for foster child Ronny Perdomo. During the visit the RP observed multiple bruising to the foster child's lower part of his spine, upper left shoulder, and on his back area. The RP stated she took pictures of the bruises. The foster mother Ana Ramos explanation for the bruising was the child is Anemic. The RP stated on 4/11/16 she consulted with her SCSW who advised her to take the child for a forensic exam. On 09/10/15 Ms. McClain voluntarily admitted her son to Parkwood for treatment; the child has not been given a discharge date. During the assessment with the child and his mother, Jameraqua disclosed to the reporter that he and his mother have had multiple physical altercations in the past and a several months ago his mother whipped him with an extension cord. The child did not have any visible marks or bruises and indicated to the reporter he doesn’t have any. Jameraqua feels his mother fights him because she dislikes him; Ms. Mitchell is unaware of the reasons. The reporter witnessed a volatile relationship between the child and mother and they had to be separated during his assessment.
The RP stated medical office has received 4 alleged abuse complaints from 4 different children. Each child stated Ms. Lisa was the perpetrator. The RP stated a 3 year old Hispanic girl was initially potty trained. The RP stated the child was eager and happy to attend the preschool however; the child began to soil herself and refused to back to the preschool. The reporting party (RP) stated she spoke with the foster child's maternal grandmother (name unknown) regarding an incident involving the foster father. According to the RP several months ago (exact date unknown) the foster father pulled the foster child up the stairs by her arms. The incident occurred when the foster child refused to go to her room therefore the foster father grabbed the child by her arms and dragged her up the stairs. Per the SCAR the father called and reported that son Ethan informed him of sister Annika disclosed being pushed to the floor by an older boy who (demonstrated penetration utilizing hand gestures) while she was in foster care. The father asked the siblings if they knew what the gesture meant and the siblings responded "mom talked to us about that already." The father was contacted to obtain additional information and clarification regarding the statement "demonstrated penetration utilizing hand gestures." On 04/22/16, Ken'Dell came to school with a red scratch mark on his face. The reporter stated that the child isnt complaining of pain or needs any medical treatment. According to the reporter, Ken'Dell told her the scratch on his face came from running into a pole. According to the reporter, the child told he ran into a pole while chasing his baby brother, that chased a cat. The reporter stated that the children were not properly supervised and was outside the home alone. Ms. Pendleton stated there are not any prior concerns and the child's basic needs are being met. Ms. Pendelton stated her primary concern is the proper supervision.
The reporting party (RP) stated foster child Oscar reported to his biological mother his foster parents (Norma and Fernando Duran) pushed him against the wall and spit in his face. The FS family came to the agency's attention on 03/03/16 (prior to the PUR) for a report of physical abuse/passive physical abuse against the mother and unspecified physical abuse by the mother’s paramour with the alleged child victim being the oldest child in the family. Although the allegations were not substantiated, the agency held a multidisciplinary staffing due to the family having multiple investigations and non-accepted reports. The multidisciplinary staffing recommendations were to refer the family for voluntary Family Services program and to contact service providers for information. The reporting party (RP) stated that foster child was asked to leave the home. The foster child left the home and went to a friend's home (name no available) for two days. Prior to the child leaving the home she asked her foster parents to contact her FFA social worker to have her transferred out of the home. According to the RP the foster parents refused to contact the child's social worker. Eventually the foster parents contacted the FFA and the child was taken to a receiving home and from there to Alma House. The RP stated prior to the foster child leaving the home there was a pushing and shoving incident between foster parent and child.
