What is the Welfare State?
The welfare state is simply a concept of a government in which the state has a key role to protect and promote its own citizens. This can be in many ways, such as protection, promotion, well-being of citizens or making sure that there is no racism or inequality of opportunity. It can also be in a way that the wealth is equally divided in the country.

If we don’t have a welfare state then that would mean that if something terrible were to happen to the government such as a terrorist attack that it would still be terrible, but less people would have worked at the government and people would be used to being individual and taking care of themselves so life could go on. Taking care of yourself is an important factor in growing up, later in life you might be the last one left in your family and you might not have that many friends left, so you should know how to protect yourself, how to stop racism, know racism is bad and take care of yourself. There are many other important things about taking care of yourself too, such as standing up for yourself and respecting others for who they are, what they look like and what they believe in. Welfare is a program in the United States that provides economic support to citizens who are unemployed or underemployed. This program was started during the 1930’s to help out the millions of people who were affected by the great depression. By the 1960’s the welfare program was not being used the same and many believed it was being misused. The welfare program in the United States should be abolished because it costs more than it helps, it is a waste of money, it is abused, and because it teaches bad work ethics.
Welfare is a system that was put into place to give financial help to people or groups who can't support themselves. A problem with welfare is that it usually leaves out the people who are in extreme poverty. The definition of extreme poverty is anyone or any family that are under less than half the poverty brink. For these Americans it is often to hard for them to maneuver themselves through the the welfare system. Other people can also have addictions or poor education and are unable to navigate through the system either. This is one reason why there are so many home less and unsafe people.
The welfare system in the United States is inadequate to what the American people need. Welfare is defined as a government program that supports low income families. These programs are designed to provide a safety net to protect people from poverty. There are thirteen different welfare programs that will help assist people by providing necessities like food, and housing.
In conclusion the Welfare State was created on the principle that the state accepted a responsibility to protect and promote the welfare of all citizens. It must be noted that the system was designed to provide a national minimum, not reduce inequalities. I have looked in detail at all aspects to combat the “five giants “and the popular support when the Beveridge report was introduced. I have also looked at flaws in the system, however the cornerstone of the Beveridgian welfare system, was left almost untouched until the 1980’s.
Welfare is a public assistance program that is designed to help families who do not have enough money to support themselves. Welfare was developed to improve the quality of life and living standards for the poor and underprivileged. This program started because of the hardships people faced during the Great Depression of the 1930s. In 1935, public assistance for the poor became the government’s responsibility. The money comes from the taxes that are deducted from the working class. Testing welfare recipients for drug abuse stereotypes the poor, is unconstitutional, and has become a big burden.
"Welfare is the statutory procedure or social effort designed to promote the basic physical and material well-being of people in need," according to the dictionary (dictonary.com). Welfare comes in many forms, such as, Medicaid, HUD Homes, Food Stamps, and Supplement Security Income. Some people use one source of Welfare, while others use all.
What is a complete welfare state in my definition? In a complete welfare state, every one enjoy equal benefit as a human being. United State, when found 241 years ago, have held the value that “All men created equal”. Government should provide equal health care access to every citizen. Government should also coordinate the wealth redistribution to minimize the wealth inequality.
By definition, the welfare state is a means of giving assistance to those who do not produce an arbitrary amount of recorded capital for themselves. Welfare gives individuals the opportunity to get back on track and receive financial aid for their families and themselves. Welfare comes in many forms such as: monetary payments, subsidies and vouchers, or housing assistance. By receiving welfare each individual is responsible for meeting certain criteria. The criteria required to meet is made so that it is made “fair” to everyone. For welfare to be fair though the rules must be forced upon to all of the individuals that are requesting the extra help. Many people abuse the welfare system, but someone has to put their foot down and say that enough is enough.
In America today, just over ten million people are on unemployment insurance, one hundred and ten million people are on welfare, and the total government spending annually is around one hundred and thirty billion dollars (Welfare Statistics). The welfare state is a political system based on the proposition that the government has the individual responsibility to ensure that the minimum standard of living is met for all citizens. Specifically, in the matters of health care, public education, employment, and social security, the welfare state assumes all responsibility. According to John Rawls, “In a just society the liberties of equal citizenship are taken as settled; the rights secured by justice are not subject to political bargaining or to the calculus of social interests. The only thing that permits us to acquiesce in an erroneous theory is the lack of a better one; analogously, an injustice is tolerable only when it is necessary to avoid an even greater injustice“(Rawls). In the 1840s, Otto Von Bismarck, the first Chancellor of Germany, was the father of the modern welfare state. He built the program to win over the support of the working middle class in Germany and ultimately reduce the outflow of immigrants to the U.S., where welfare did not exist (Welfare State). In the United States, not all companies provided workers with benefits, thus the workers appealed to the government, giving rise to the first form of welfare capitalism.
All throughout history welfare services have been available to the general public. While these benefits have changed over time, the basic intentions of the welfare system has stayed the same. The welfare system provides benefits and monetary assistance to those who qualify. Different acts over the past two hundred years have been amended in order to try to help the poor, and while not all have been practical and successful, many programs have indeed done an outstanding job in aiding those in need. But, just like with all good things, there is a negative side. Even with all the reforms to try perfect the welfare system there are still some holes in it. Not only is the welfare system easy to manipulate, according to usgovernmentspending.com, eleven percent of the federal budget is spent on welfare, leaving tax payers livid. (usgovspending.com) It 's obvious there is a need for a welfare system in the United States, but with the abuse the welfare system has endured a major change needs to be seen in order to ensure the welfare system be used as efficiently as possible.
The United States is often referred to as a ‘reluctant welfare state.’ There are various reasons for this description. One of the primary reasons for this is the differences and diversity of the political parties which are the motivating forces that control government. The Liberal Party, for instance supports government safety nets and social service programs for those in need. “Liberals believe in government action to achieve equal opportunity and equality for all.” ("Studentnews," 2006) They believe it is the responsibility of government to ensure that the needs of all citizens are met, and to intervene to solve problems. The welfare state makes capitalism and democracy possible by allowing a partial free market since regulations are put into place. By doing this, it aims to mobilize the working class. For instance, labor market policies protect the working class through “passive measures such as unemployment insurance that help soften the blows to individuals caused by market dislocations, [and] active measures such as worker training”(Schulze-Cleven, pg.80). Through these measures the working class is still being helped, but at the expense of others, through taxation. For example, unemployment insurance “is administered by states according to federal and state guidelines, and it is financed through a complex mix of federal and state payroll taxes”(Schulze-Cleven, pg.82). Through taxation the state gains power, but the population benefits from it.
