Q 1 – What are the objectives of the contract?
Availability – Health being a state subject, every state government have to make efforts to attain the state led, country and millennium developmental goals. As government alone cannot achieve this alone, it is seeking help of private players to overcome the availability and quality issues of public sector.
Quality – In order to improve the quality of public health care systems.
Utilize resources – utilize the technical, financial and managerial resources which will help in filling the gaps in the existing public health systems and institutions.
Why PPP is considered a way to reach these objectives?
Rajasthan’s contracting out for PHCs was taken with a view of shortage of staff in the already available PHCs. These will be the PHCs where medical officers and staff and other facilities are not available as per the standards.
Resources – There is overwhelming presence of private sector in health and they are accessible, better managed and effective which will be useful to reach population in remote areas.
Generally speaking, private sector is considered to be India’s most potent and untapped sector. Its strength is innovativeness, efficiency and learning from competition. Making partnership with them can potentially help in gaining technology, resources, knowledge and skills, cost efficiency.
