A few years later, the creamery began making ice cream and delivering it to lots and lot neighbors by horse and wagon. The city council to include the mayor of the city were all part-time employees at the municipality only making monthly meetings and small political tasks, however, each garnered around $100,000 annually. The Town was an of modest income and where not wealthy people, so the tax base did not support the pay of these city officials. The Bell City Mayor Oscar Hernandez defended the salaries saying that since the city manager came the city went from being in defect near bankruptcy and now has nearly $ 15 million in the general fund, also the streets are cleaner and better lighting throughout the city, (Gottlieb, Vives, 2010).

One day, off the coast of Spain, a small group of people were gathered to decide the fate of two kingdoms. These kingdoms were San Sorbetolé and Scoopalot. These two kingdoms were very prejudiced. San Sorbetolé was all for the fruity, icy form of ice-cream, while Scoopalot was resolute in their belief that the creamy, milky type is best. After a while, the kingdoms united and sherbet was born. Even then there were still some “ice-creamist” radicals stirring the pot. Eventually, they converted the majority of the San Sorbetoléans back to their original ideas for what ice-cream should be like. They then proceeded to sneer at the Scoopaloteans for staying with the integrated treat. For a while the Scoopaloteans grudgingly persevered through the taunting, but after a while, they snapped. A war raged through the kingdoms for many years, and many thought that it was fanciful to believe that the kingdoms would ever reunite. After ten long years of fighting, both of the kingdoms were almost completely wiped out, and they both realized that to continue this futile war would be imprudent. This brings is back to the Council of Creamy Affairs. The council realized that the only way to reunite the two kingdoms and palates of the people was to appropriate funds to both kingdoms in order to rebuild.
