While the idea behind the populist approach was well intentioned with the introduction of pension systems, attempt to control exchange rates and to promote their industries, this approached had, in fact, slowed Brazil’s economic growth and therefore was counterproductive. Populist approach coupled with the “de-centralization” attempt of the mid-1980s and the 1990s was another devastation to the economy. By dividing power over tax and policies among the state and municipalities, there was an incoherent rule of authority in the country which later led to a significant internal conflict of intense political tension.
