When Stephen Harper became prime minister in 2006, he proposed the creation of the public Appointments Commission. This commission’s main purpose was to curtail patronage in the Canadian political system. However, this non-partisan body was never created and its practice was never carried out despite the appointment of a public appointments commission secretariat on April 21st, 2006. The Public Appointments Commission was proposed to oversee the processes by which people are appointed to agencies, boards, commissions, and crown corporations (Miles, 2010-11).
