The necessity of rules and procedures should be carefully examined, and there should be a distinct bias against controls on partner behaviour. Communicated expectations are more effective generally than proscriptions. In a milieu of trust, however, there must be the capacity to sanction behaviour amounting to a lack of trust. Moreover, a trusting firm does not have to be a firm which is "sleep walking." However, it must have the capability to identify and deal with those partners who are not worthy of trust.
