On 03/04/17, Deputy Cody Martin, attempted to make a traffic stop for a defective license plate light on Highway 161 @ Wooten Road. When Deputy Martin initiated his emergency lights, the vehicle turned east onto Wooten Road; failing to yield to Deputy Martin. Deputy Martin continued following the vehicle, and in the area of Boyd Road he initiated his siren and advised he was in pursuit.
Deputy Martin said he was traveling approximately 60 mph and stated there was no visible traffic. Deputy Martin followed the vehicle for approximately another .3 mile(s) before entering the private drive of 1500 Wooten Road. Deputy Martin requested assistance from Jacksonville Police Department K-9 who promptly arrived and began the track for the driver of the vehicle. Jacksonville PD’s K-9 Officer Wheeler tracked the driver into the woods and after a short track to a flooded area the scent was lost and the search was terminated.
Deputy Martin returned to the vehicle stop location and was able to obtain vehicle driver information from the resident of 1500 Wooten Road, Larry Minchue. Mr. Minchue said the vehicle belonged to his wife and his stepson, Christopher Minchue, was the driver. Christopher Minchue, was found to have two felony Probation Revocation warrants. Deputy Martin will obtain warrant(s) for Christopher Minchue for fleeing.
Ms. Short was transported to Pulaski County Regional Detention Facility where she was cited for not wearing her seat belt and charged with Obstruction of Government Operations in addition to being served a Probation Revocation warrant. Mr. Minchue’s vehicle was towed and stored by Phillip’s Brother Wrecker
In March 2001, a Georgia deputy attempted to pull over 19-year-old Victor Harris for driving 73 miles-per-hour in a 55 miles-per-hour zone. Instead of slowing down, Harris increased his speed, which initiated a chase at speeds exceeding 85 miles-per-hour. The deputy radioed for backup to pursue him. Deputy Timothy Scott, the petitioner in this case, joined the group of officers pursuing Harris. The officers attempted to box Harris into a shopping center parking lot, but he made a sharp turn, collided with Deputy Scott, and sped off again. Deputy Scott took over as the lead pursuit officer in the chase.
On Thursday, July 14, 2016, at approximately 0847 hours, Patrolman David Stamets had a vehicle stopped on the 100 block of East Oak Street. Immediately after Stamets stopped the vehicle Your Affiant positioned his vehicle on the 100 block of South White Street near the Oak Street intersection facing southbound. When exiting my vehicle your Affiant observed a gold Pontiac sedan accelerating northbound on South White Street at an unsafe speed towards Stamets and your Affiant's location.
I made contact with the driver (Stanciel, Conswella N. DOB 06/19/86), who related that she did not possess a driver's license. Conswella was checked through LEADS via dispatch, which revealed a no valid driver's license and she was clear with no wants or warrants. She was unable to provide insurance for the vehicle. There was a passenger in the vehicle, who was identified as (Edwards, Shekida D. DOB 07/24/86), she was checked through LEADS, which revealed that she was valid with no wants or warrants. The vehicle was released to Shekida.
Major Hughes logged the items into evidence where the crystal like substance will be sent to the lab for further testing. I ran Mickenzie through dispatch and dispatch advised Mickenzie had a positive warrant out of Ralls County for failure to appear on driving while suspended or revoked, warrant number 17RLFTA194, issued on 10-27-2017.
On 07/15/2015, at approximately 2305 hours, your Affiant was on routine patrol on Main Street (SR924) when I observed a silver Chrysler sedan parked in the One Hundred Block of South Main Street (westside of the street) near the intersection of Oak Street. The vehicle displayed a Pennsylvania registration of JRJ-5342. The registration was checked utilizing the Pennsylvania Department of Transportation vehicle record abstract which revealed that the license plate was assigned by the department to KYLE ROBERT & SARAH LYNN FOGARTY for a 1998 Chevrolet. I then verified the status of KYLE and SARAH FOGARTY'S driving licenses both of which were suspended by the Department of Transportation.
Winbourn and he continued driving south on the paved shoulder of the roadway. L. Winbourn did not inditcate by use of his turn signal, but turned right onto MC RD K.2 where the vehicle slowed and stopped. Due to the existing threats toward law enforcement, I exited my vehicle with my issued rifle and began giving commands. L. Winbourn exited his truck and immediately faced away. He laid down on the pavement with his head toward the front of his truck. He was placed in handcuff’s and moved to my patrol vehicle where he was seated in the right rear passenger seat. He was seatbelted for his safety for transport to Montezuma County Jail. L. Winbourn was advised of the violation of pretection order being the reason he was placed in custody.
On March 17, 2016, at 1:41 P.M., officer T. Cramblett CPD#1191 was dispatched to he area of Sharon Woods Blvd. and Brookhurst Ave on a narcotics complaint. Radio was advised by a known caller that a white Chevrolet Malibu, occupied by two white females, was parked on the street and were involved in the sales of narcotics. Officer Cramblett was responding to the area when he observed a white Chevrolet Malibu traveling south bound on Beechcroft Rd. Officer G.Meyer CPD# 2333 had also been dispatched on the run, and was traveling north bound on Beechcroft Rd., when he observed the vehicle ,traveling south bound, and aired with radio that it was occupied by two white females. Officers Cramblett observed the vehicle turn east bound onto E. On 02/11/2016 at 1436 hours, I was dispatched to Wawa (1060 Delsea Drive) for a report of an intoxicated male fumbling to unlock his blue Ford F-150 that was parked in the parking lot. Upon my arrival, I observed the vehicle in question leaving the parking lot traveling northbound on Delsea Drive. P/O Ziegler #5196 who arrived with me was able to conduct a motor vehicle stop on the above vehicle as I turned around in the parking lot of Wawa. On Tuesday, June 6, 2017, at approximately 2134 hours, Trooper Jason Brown, Unit 522, conducted a traffic stop at the junction of US 460 and Camargo Leevee Road in Montgomery County. Jimmy White was pulled over for driving with no headlights. When Trooper Brown made contact with Mr. White, dispatch advised Mr. White had active arrest warrants. When Trooper Brown advised Mr. White that he had active warrants and was under arrest, Mr. White began to flee on foot. Trooper Brown chased him approximately 300 feet giving him loud verbal commands to stop running. Mr. White tripped over some debris in the yard he was running through and fell to the ground. When he got back up to continue running, Trooper Brown attempted to place him in hand cuffs.
“Officer Groome attempted to stop a 2003 Honda Civic on Oliver Avenue in the city of Chesapeake for stolen license plates. Officer Groome activated his lights and siren for the driver to pull over. The driver of the vehicle did not stop, ran multiple stop signs and red lights, and was driving in excess of 80 mph. The driver continued driving through South Norfolk area into the city of Norfolk. The vehicle came to a stop on Reservoir Avenue in the city of Norfolk. The driver was identified as the accused and the passenger got out of the vehicle and ran. The Norfolk police responded to the area with their K9 unit, and the accused was hiding underneath the crawl space of a house. The accused was found in possession of a dime bag of marijuana and the vehicle, property belonging to Paul Brady, which had been reported stolen on 09/26/2015, in the city of Chesapeake. The accused is not a licensed driver. The accused stated that he received this vehicle from a “friend.”
On 1/3/2016 at approximately 2213 hours, I checked in with Lt. Sorensen in reference to his vehicle stop. Upon my arrival, I observed Lt. Sorensen and Sgt. Zucker quickly detain the driver of the vehicle who was identified as Chad William Butler.
On December 18th 2015 at 1810 Deputy Akins responded to a theft call at 11023 Tadpole Road. Upon arrival Deputy Akins was greeted by Lyman Hinson who stated he had helped T. J Leonard Hinson rebuild a truck engine, however was never paid for the service. Mr Hinson stated he had also bailed Mr. Meyers out of jail to the sum of $725. Deputy Akins explained to Mr. Hinson that the issue was a civil matter.Mr. Hinson agreed but stated the his caregivers told him he should make the sheriff department aware of the situation
On Saturday, November 5, 2016 at around 11:50 pm, I, Sergeant Bever was traveling south on Martin Bluff Rd behind a 2001 Green Kia Sportage (MS Tag: RFT 983). The vehicle did not have a light illuminating the license plate and conducted a traffic stop with the vehicle for that violation in the parking lot of Marathon gas station located at 5508 Gautier-Vancleave Rd.
On April 29, 2017, Trooper Aaron Rumford was involved in a vehicle pursuit on West Wilson Boulevard in Wilson County. I have reviewed the corresponding investigative case file prepared by Sergeant Kenneth Hackett and my findings are as follows:
WSU Officer Efrain Rueda #159 advised the driver turned northbound on Holyoke at which time I turned aroundon 17th street near lot 26. I then say WSU Officer Efrain Rueda #159 and WSU Officer Chris Tener #147 still chasing the run vehicle westbound on 17th passing Hillside. I advised dispatch at approximently 0240 hours since there were already two WSU Officers chasing I would stay on campus.
