Preemptive war is one in which you attack right before you are attacked. It was part of the way that World War I was fought, and it shows the significance of the offense-defense advantage. Preemptive war has a really short time frame, there is imminent threat; it is a situation in which there is very little choice involved, and there are clear signals of a potential offensive against you. It also uses the “chain-ganging” of alliances. An example of this type of war would be the Schlieffen Plan with the belief that offense has the advantage. A strategic sense where countries knew they needed a process of mobilization, and that it would take time to mobilize.
