The methodology is easily assessable and proven as a robust industry standard supported by most process modelling tools. 1.3 This type of evaluation is performed while a project is being implemented, with the aim of improving the project design and functioning while in action. An example given in monitoring and evaluating urban development programs, a handbook for program managers and researchers by Michael bamberger, describes a monitoring study that, by way of rapid survey, was able to determine that the amount of credit in a micro credit scheme for artisans in Brazil was too small. The potential beneficiaries were not participating due to the inadequacy of the loan size for their needs. This information was then used to make some important changes in the project. Bamberger defines it as an internal project activity designed to provide constant feedback on the progress of a project, the problems it is facing, and the efficiency with which it is being implemented. An evaluation studies the outcome of a project changes in income, housing quality, benefits distribution, cost-effectiveness with the aim of informing the design of future projects. Monitoring and evaluation are important management tools to track your progress and facilitate decision making. Carries of an evaluation can be the community of people with whom your organization works. By closely examining your work, your organization can design programs and activities that are effective and yield powerful results for the community(William, et al 2010).

The project had regular meetings with the team members. These meetings were used to evaluate the progress of the project. At these meetings we evaluated the project. We also discussed how to proceed in order to plan our upcoming activities.
Evaluation of the program should be ongoing, in the best effort to target issues within the program as efficiently as possible. Evaluation should be built into the program, making it effortless for those involved to provide the necessary information to create useful evaluations. Additionally, any evaluation should be cost effective, so as to not hinder the program as a whole. Any evaluations must also be done ethically and conducted competently. It is also important to disseminate the results of evaluations to interested and appropriate audiences.

Evaluation is a process that is used to look at the project, policy or program critically. It includes the collection and analyzing information that is related to the program or policy and that of its outcome. The Main purpose is to improve the policy or the program effectiveness. This will also help to identify any of the weak areas and changes that need to be made in the policy.
In determining the type of evaluation used in this research, I supposed that the evaluation cannot be formative, because there is no recommendation based on the findings (Posovac, 2011). Then, I hesitated between the summative evaluation and the monitoring one. Firstly, the evaluation could be summative because of the comparison between the old and the new programs, there is no indication in the article stating that the evaluation’s findings will be used to decide amongst the two programs, and the findings could be used for accountability purposes (Posovac, 2011). Secondly, because the new program is a refined program stemming from the quality improvement of the old one, this could be a monitoring evaluation, since the authors only gathered the feedback to confirm that the program was still effective (Posovac, 2011).

A program evaluation offers a way to determine if adjustments are needed to improve upon the project in order for it to remain successful. Furthermore, the project evaluation team will analyze and measure each component of the outcome, input, and process in order to clarify the program’s objectives and goals. Thus creating a framework of evaluation methods and questions in addition to setting up a timeline for the evaluation activities will assist in the evaluation (CDC, 2011; HRSA, n.d.; McGonigle & Mastrian, 2015). The Stufflebeam’s model is a decision centered method for evaluation, which put emphasis on the establishment of data for programs, projects, personnel, products, and institutions (Stufflebeam & Shinkfield, 2007, p. 325). In the CIPP approach, data driven is perceived as supreme as it supports the many factors that utilizes this evaluation which will allow them to formulate enhanced decisions.
