Question

Hi, I am trying to solve a problem for physics I. They show the angular displacement between t = 5 s and t = 15 s. Which is 13 rad. But then, they ask what is the angular velocity of the wheel at 15 s?

The graph is confusing to me. Please explain how to solve this.
