1.According to  spectrochemical series, Cl is a weak-field ligand as it is a π donor and
CN− is a strong-field ligand as it is a π acceptor and sigma donor.

Cl gives high-spin complex because electron-pair repulsion is very less which makes crystal field energy splitting minimal.  Electrons fill the orbitals according to Hund’s rule.

CN gives low-spin complex because electron-pair repulsion is very high which makes crystal field energy splitting maximum.  Electrons fill the orbitals according to Hund’s rule which allows electrons to go next energy level.

Therefore, complex with chloride ligand prefers tetrahedral and complex with cyanide ligand prefers square planar.
