A trans-acting regulation element in the context of the transcription is generally a DNA sequence which bears a gene.

This gene then encodes for a protein or other diffusible molecule or micro RNA. This encoded protein will be helpful in the regulation of a different target gene.

The trans-acting gene might be located on a unlike chromosome to the target gene. But the action is through the mediator protein or RNA formed by it.
