3. The number of significant figures in 0.090900 * 10^-4 is

2) Zeroes preceding to first non- zero digit are not significant as such zeroes indicate position of decimal point 

3) Zeroes between two non zero digits are significant.

4) Zeroes at the end or right of number are significant provided they are on right side of decimal point. (the terminal zeroes are not significant if there is no decimal point).
