The kinetic of SN2 mechanism depends upon the number of factors such as type of solvent (protic or aprotic), leaving group, and the type of alkyl halide (primary, secondary or tertiary by which halogen is attached).

Step 2

Alkyl halide with a good leaving group shows the higher rate of the reaction because better the leaving group easily it can leave the transition state. So, (R)-2-flurobutane shows the least reactivity toward the SN2- reaction because chlorine is a better leaving group than fluorine. Thus, (D) has the slowest rate of reaction.
