In an electrochemical cell, oxidation takes place at anode and reduction takes place at cathode. Thus, the electrode having higher reduction potential (i.e. more tendency to get reduced) acts as cathode and the electrode having a lower reduction potential acts as anode.

Here, mercury electrode would act as cathode and zinc electrode as anode.
