Question

This is the third time I've had to ask this question because it has not been explained well. I would like to know where the numbers .0279 and .9721 come from. Also, what is excel formula? How do I calculate it? I do not see an excel button on my graphing calculator and I was not able to find excel formula in my textbook. Please explain this well: 
An electronic counter records the number of vehicles exiting the interstate at a particular point. Assume that the average number of vehicles leaving a 5 minute period is 10. Approximate the probability that between 100 and 200 vehicles inclusive will exit at this point in a one hour period.
