The replacement of any atom or group of atoms by a nucleophile is termed as nucleophilic substitution reaction.

The elimination of a halide ion present on β carbon with the help of a nucleophile or base is known as elimination reaction.

If the base is not bulky or hindered, then the reaction will procced by E1 elimination reaction.

If the base is bulky or hindered, then the reaction will procced by E2 elimination reaction.

Step 2

According to the first reaction, chlorine is present on the reactant side but not in the product side that means it has been eliminated from the reactant therefore, it will be an elimination reaction.

As, water is behaving as a base therefore it will be an E1 elimination reaction.
