I'm stuck at establishing the Moment at O for both circles. I don't know how to find the force.

Problem 3. Reduce the system of forces in the belts shown to a single force at O and a couple. Forces are either vertical or
horizontal. Inner radius = 1 foot, radius of bigger pulley from O = 2 ft.
