  I1, I2, and I3 refer to the currents through R1, R2, and R3.

The circuit is in DC steady state.  (Everything is constant but time.)  You are responsible for applying Kirchoff's rules.  In this situation with an inductor, Kirchoff's rules are insufficient to solve the problem uniquely.  "DC steady state" provides the further needed condition.

 Which quantity must be zero?
