Why does the focal length of a mirror not depend on the mirror
material when the focal length of a lens does depend on
the lens material?

While image formation occurs through lens, the light passes through the lens. Thus, the refraction of the light occurs. Hence, the focal length of the lens depends on the lens material. Whereas, the image formation using mirrors occurs through reflection. Thus, refractive index of the material should not be considered since the light is not passing through the mirror. The focal length of the mirror is half the distance of the radius of curvature of the mirror.
