With signed binary representation, what is the range of numbers as written in binary and in decimal for an three bit cell?

Step 1

Signed binary numbers use their most significant bit (MSB) as a sign bit. Thus out of three, only 2 bits will be considered as data bits. The bit 1 represents a negative bit an 0 positive. The maximum value in the cell will be 2^2-1 = 4-1 = 3.
