As we know Lucas's behavior is a passive − aggressive behavior, people who suffers from this behavior issue roots to their child hood experience. They have strict parents with whom they cannot discuss directly. So in an organization where there is hierarchy they feel the same way. Robert should not direct Lucas directly and make him realize that he can speak to him directly for all his problems. If for any reason Lucas is not able to complete an assignment in time rather than discussing with a third party, it's better to discuss with Robert so that Robert can advise him. Also while discussing with Lucas; Robert should not take anything personal what Lucas says.

People suffering from passive − aggressive behavior should be confronted directly but in a very polite and generous way.
